This article describes the protection and favor that the media and the courts extended to Prime Minister Ariel Sharon from the moment that he announced the disengagement plan in December 2003 up to and after the withdrawal from Gaza and part of northern Samaria in August 2005. Senior journalist and commentator, Amnon Abramovich pioneered the idea of treating the prime minister like an “etrog” (the citron which is blessed during the Feast of Tabernacles [Sukkoth]) and stored in cotton and gauze. This gentle handling enabled Sharon to carry out the evacuation of settlements and escape criminal investigations. The media thus shifted from reporting and commenting on events to becoming a supporter of the reversal of Sharon’s stated policy by delegitimizing opponents of the disengagement and preventing the public debate. Amnon Lord, currently a columnist of the weekly Makor Rishon and an editor of the Hebrew website, Mida, describes the ‘group-think’ mentality of many Israeli journalists and commentators and discusses the frequently deleterious role of the media in dictating the public agenda. In this process, the media found willing partners in the legal system which harmed democracy in Israel.

Summary/Abstract |
This paper shows how a series of institutional reforms since 1994 have transformed the Japanese prime minister’s relationship with other actors in the Japanese parliamentary system and expanded his power. It further discloses that his power has grown even more since the formation of the second Abe administration in 2012.

Summary/Abstract |
While there are a large number of studies examining the differences in conflict behavior due to varying institutional arrangements, scholars have not effectively addressed the differences in electoral cycles between systems with fixed versus flexible election timing. At the same time that parliamentary regimes give the Prime Minister the power to dissolve parliament, they give the parliament the power to remove the government with a vote of no-confidence. Together, these institutional attributes make the precise timing of the elections-and thus the public's opportunity to hold the government accountable-largely uncertain. I develop a theory that expectations of an upcoming election constrain the foreign policy decision making of executives, and induce pacific behavior. I estimate the probability of an election in a sample of 17 advanced parliamentary democracies from the 1950s to 2001. I find convincing support for my theory, as the probability of hostile dispute initiation is a function of those characteristics that influence the timing of elections, including majority support and the electoral cycle. More specifically, majority and minority governments face varying incentives to initiate disputes because of the different risks of an immediate election.

Summary/Abstract |
Waiting to meet Bangladeshi Prime Minister Sheikh Hasina in her suite in a Manhattan hotel, I hear a baby's cries coming from the bedroom. Ms. Hasina, an aide tells me, is feeding her grand-daughter and will be with me shortly. Ms. Hasina enters the room dressed elegantly in a lime-green sari, and settles into an armchair. Behind her is a framed photograph of her father, Sheikh Mujibur Rahman, or "Father of the Nation," serving as a reminder of the bloody past of Ms. Hasina and of Bangladesh. The country's first prime minister after separation from what was then called West Pakistan, his wife and Ms. Hasina's three brothers were assassinated in 1975.

Summary/Abstract |
SUMMER 2021 marked the 110th birth anniversary of Georges Pompidou, the second prime minister and second president of the Fifth Republic. The life of this energetic and exuberant man was cut short by a protracted and severe illness that prevented him from completing his seven-year presidential term. This exceptional man and his unconventional political career deserve much more attention than he receives in Russia.

Summary/Abstract |
JACQUES CHIRAC, the fifth President of the Fifth Republic, the most prominent French politician of the turn of the 21st century, during his 40-year long political career, climbed the ladder from young deputy of the National Assembly to wise and experienced President of the Republic occupying the highest state post for two terms. Twenty-five years ago, in 1995, when Chirac was elected president, the International Affairs journal published my article about him. Last fall, the famous politician died. This means that the time has come to sum up his achievements at the service of France.

Summary/Abstract |
With the establishment of the DPJ government, Prime Minister Hatoyama Yukio introduced a series of institutional changes in order to transform the existing bureaucracy-controlled government and to establish political leadership. These changes, however, created instability and irregularity in Japanese politics. As a result, they were reversed by his successors.
