Contents This article describes the protection and favor that the media and the courts extended to Prime Minister Ariel Sharon from the moment that he announced the disengagement plan in December 2003 up to and after the withdrawal from Gaza and part of northern Samaria in August 2005. Senior journalist and commentator, Amnon Abramovich pioneered the idea of treating the prime minister like an “etrog” (the citron which is blessed during the Feast of Tabernacles [Sukkoth]) and stored in cotton and gauze. This gentle handling enabled Sharon to carry out the evacuation of settlements and escape criminal investigations. The media thus shifted from reporting and commenting on events to becoming a supporter of the reversal of Sharon’s stated policy by delegitimizing opponents of the disengagement and preventing the public debate. Amnon Lord, currently a columnist of the weekly Makor Rishon and an editor of the Hebrew website, Mida, describes the ‘group-think’ mentality of many Israeli journalists and commentators and discusses the frequently deleterious role of the media in dictating the public agenda. In this process, the media found willing partners in the legal system which harmed democracy in Israel.

Summary/Abstract While there are a large number of studies examining the differences in conflict behavior due to varying institutional arrangements, scholars have not effectively addressed the differences in electoral cycles between systems with fixed versus flexible election timing. At the same time that parliamentary regimes give the Prime Minister the power to dissolve parliament, they give the parliament the power to remove the government with a vote of no-confidence. Together, these institutional attributes make the precise timing of the elections-and thus the public's opportunity to hold the government accountable-largely uncertain. I develop a theory that expectations of an upcoming election constrain the foreign policy decision making of executives, and induce pacific behavior. I estimate the probability of an election in a sample of 17 advanced parliamentary democracies from the 1950s to 2001. I find convincing support for my theory, as the probability of hostile dispute initiation is a function of those characteristics that influence the timing of elections, including majority support and the electoral cycle. More specifically, majority and minority governments face varying incentives to initiate disputes because of the different risks of an immediate election.

Summary/Abstract Waiting to meet Bangladeshi Prime Minister Sheikh Hasina in her suite in a Manhattan hotel, I hear a baby's cries coming from the bedroom. Ms. Hasina, an aide tells me, is feeding her grand-daughter and will be with me shortly. Ms. Hasina enters the room dressed elegantly in a lime-green sari, and settles into an armchair. Behind her is a framed photograph of her father, Sheikh Mujibur Rahman, or "Father of the Nation," serving as a reminder of the bloody past of Ms. Hasina and of Bangladesh. The country's first prime minister after separation from what was then called West Pakistan, his wife and Ms. Hasina's three brothers were assassinated in 1975.
