Yet tensions in gas relations have been building up for the last two decades, and are primarily related to Europe's strategic decision to unify the gas markets of the member countries and enforce competitive and transparent trading conditions.

Summary/Abstract While espoused by the newly independent states after the collapse of the Soviet Union, the liberal order has not taken root in interstate relations and is now openly contested in Eastern Europe and the South Caucasus. However, the challenges presented (primarily by Russia) to the international order also trigger growing contestation, in several Eastern European and South Caucasus countries, of an existing regional order premised on Russian hegemony. Therefore, the picture that emerges from these multiple contestations is not an alternative regional order, but rather overlapping orders in a fragmented region.

Summary/Abstract After Russia’s retreat from the European Neighbourhood Policy, the EU’s policy towards its eastern neighbours was split up. The internal unintended consequence of the EU’s choice to leave its policy unaltered was a tension between the objective of privileged relations with ENP countries and a promise to recognise the interests of Russia as an equal partner. Externally, the unintended outcome was that this fostered two opposing strategic environments: a cooperative one for the EaP and a competitive one with Russia. In terms of the management of unintended consequences, the EU has actively sought to reinforce its normative hegemony towards EaP countries, while at the same time mitigating certain negative unintended effects.
