Summary/Abstract When Japan attacked Pearl Harbor in 1941, it was clear that the US was now at war with Japan. After 9/11 it was much less clear. The US ended up at war with Afghanistan and later with Iraq, but not with Saudi Arabia, the home country of the majority of the 9/11 attackers. The governments of Afghanistan, Iraq, and Saudi Arabia did not directly participate in the attacks, making it somewhat complicated and difficult to know how to respond to the attacks. In fact, the destruction of the World Trade Towers demonstrates the horrifying consequences of a terrorist strike.

In addition bomb blasts in Tunisia, Egypt, Saudi Arabia, Bahrain, Yemen, Libya, Turkey, and growing violence in Syria and Lebanon remind us of indiscriminate terrorism. Many have condemned terrorist attacks on US and French marines in Lebanon in the early 1980’s when peace keeping forces from these and other countries were stationed in and around Beirut soon after the Israeli invasion of Lebanon in June 1982.
