The government of Najib Razak in Malaysia came increasingly under siege in 2015 from within his party, the opposition, and many NGOs. Najib managed to survive, but his hold on power is not solid. Meanwhile, Malaysia’s chairmanship of ASEAN was uneventful, relations with U.S. and China remained good, and GDP growth slowed compared with 2014.

The crisis, however, has helped to deepen many of the fault lines in Malaysian politics and society, and to promote public apprehension. Much will now depend on the resilience of the country’s institutions and economy.

The results of Malaysia’s 14th General Elections held in May this year were unexpected and transformative. Against conventional wisdom, the newly-reconfigured opposition grouping Pakatan Harapan decisively defeated the incumbent Barisan Nasional. Despite a long-running financial scandal dogging the incumbents, an opposition victory had been all but discarded due to the advantages of incumbency, a deep fissure amongst opposition ranks, and a favourable economic outlook. Notwithstanding this, deeply-rooted political dynamics and influential actors came together, reconfiguring the country’s political landscape in the process. In order to understand the elections and their implications, this article sets out the country’s institutional context and then identifies key drivers and agents of change. From there, it assesses the conduct of the elections, analyses their results, and explores implications for the future.

Malaysia's strategic development fund, 1 Malaysia Development Corporation, has suffered enormous losses. Funds have been traced to the accounts of the prime minister, Najib Razak. Amid the scandal that has followed, Najib's leadership has been challenged. Analysis begins by identifying the institutions that have historically stabilized Malaysia's politics, including a single-dominant party, a fused party-state, an electoral authoritarian regime, a controlled legislature, and a powerful security apparatus. Next, it examines how these resilient institutions fell into the hands of Najib's rivals, converting them into ‘threatening vectors’. Finally, it shows how Najib, in exercising ruthless new leadership, regained control over institutions and turned back challenges.
