Summary/Abstract Two issues currently dominate the UK's constitutional landscape: the UK's membership of the European Union (EU) on the one hand; and the unsettled constitutional settlements between the UK and the devolved administrations of Scotland, Wales and Northern Ireland on the other. This article considers these two issues in concert. It stresses the distinct relationships between the EU and the devolved territories within the UK—concerning both devolved and non-devolved policy areas—highlighting the salience of a devolved perspective in any consideration of UK–EU relations. Despite its importance, sensitivity to this has been lacking. The article explores the implications of a ‘Leave’ or ‘Remain’ outcome on the future of the internal territorial dynamics within the UK. While there are too many unknowns to be certain of anything, that there will be knock-on effects is, however, beyond doubt.

Summary/Abstract The paper reports findings from a focus group study on representations of Europe, conducted in England in the run-up to the UK EU referendum. Four themes were identified in the analysis: ‘cultured Europe’; ‘little Europe/global Britain’; ‘Europe as a cultural threat’; and ‘Eastern vs. Western Europe’. Analysis of these themes showed that Europe was an ambivalent identity category that could encapsulate contrary ideas such as cosmopolitanism/isolationism and cultural enrichment/undermining. Europe’s relation to Britain was also ambivalent in the data. Britain could be positioned as superior to Europe, sometimes being seen as closer to the ‘European essence’ in the context of the EU’s eastward expansion, which was seen as diluting European culture. But, Britain could also be seen as backward compared to the idea of cosmopolitan continental Europe. These different lines of argument and their ideological underpinnings are explored in the discussion of the findings.

Summary/Abstract Facchini uses a behavioural approach to analyse the political beliefs of French people, who he believes are ‘more or less incompetent’ in economics. In this article I focus on his premise that the public are incompetent and that therefore their views, such as being opposed to the market in the case of the French people, should be interpreted as ‘perception bias’. Other economists may echo Facchini, claiming that people who voted Leave in the UK and for Trump in the USA did so because their lack of economic knowledge contributed to an ‘anti-foreign bias’. However, I argue here that the existing empirical research showing that people lack economic knowledge is flawed. Many economists adopt a questionable approach to the interpretation of public knowledge and the evaluation of what knowledge is important.

Summary/Abstract The research and higher education sectors have an exemplary place in the referendum debate. They were not part of the David Cameron renegotiation package, but stakeholders in favour of Remain have disrupted the consensus that in these sectors the EU's role is relatively unimportant and that the UK's achievements can be explained in national terms. The article seeks to explain, first, the change in political dynamics that has brought the EU connections out of the shadows in these sectors, and second, what these sectors risk losing by Brexit. It suggests that the campaign has made the case for a causal relationship between the UK's higher education and research achievements and its global reach and has shown how these sectoral policies are embedded in the EU's foundational principles of freedom of movement and non-discrimination. There are also signs that EU membership may come to matter to students, a politically important group, for reasons which range from freedom of movement to conflict prevention
