CONTINUITY in the system of international relations is an essential prerequisite for their progressive development, stability and a mutual will of all parties to establish cooperation, work out certain criteria, approaches, develop traditions, and outline prospects for the future. A salient feature of such progressive development is the long-term nature of international interaction not interrupted by any exacerbation of bilateral relations (such as, for example, a change of government, the coming to power of new presidents, or any third-party intervention).
