Summary/Abstract |
THE WORLD is paying close and steadily growing attention to history, politics and practice of federalism, Russia being no exception. The subject has been covered in hundreds of books and thousands of articles; it was discussed at numerous scientific conferences and seminars yet the interest in it is not subsiding. It is increasing because federalism, its role and place in the contemporary world is gaining importance. Despite the serious and obvious achievements of the scientific theory of federalism it has not yet adequately expressed the essence and the far from simple and, in fact, contradictory nature of this phenomenon, hence new concepts and new doctrines.

Summary/Abstract |
HUMANKIND has entered the 21st century with unparalleled achievements in science, technology, telecommunications, medicine, and genetic engineering. The pace and intensity of life have grown a great deal, so has life expectancy, opportunities for international travel have increased vastly, and people have come to know a lot more about what happens in various parts of the world. Since the 1950s, at the initiative of key global political players such as the United States, the Soviet Union and subsequently Russia, Britain, France, China, Germany, Italy, and Japan, the international community has signed fundamental agreements on civil rights, economic and political relations, and scientific and technological cooperation. Because of today's extent of global economic, political, and cultural integration, modern civilization can be fairly described as a "planet-wide society."

Summary/Abstract |
IN LIGHT OF his immense constitutional authority and the post he holds in the structure of the American government, the personality of any U.S. president has always been considered exceptionally important, even if it does not entirely correspond to the high moral and political criteria the voters - and moreover, the international community - attribute to him. The President of the United States is both head of the Federal government and commander-in-chief of the U.S. armed forces. In addition to being the country's top government official, he is also head of one of its two leading political parties, with enormous responsibilities for taking political and moral action on behalf of the entire nation - and the world community as well.
