Summary/Abstract This paper examines China's international communication strategy during the initial phase of the global COVID-19 pandemic. In the spring of 2020, Western governments and media began criticising the systematic lack of transparency and accountability in the Chinese political system in relation to the failed containment of the Wuhan outbreak. Facing an unprecedented reputational crisis, the Chinese Communist Party (CCP) mobilised its foreign-language media in an attempt to influence the international discourse on COVID-19. Surveying the English and Chinese editions of the People's Daily, this study identifies CCP discourses aimed at foreign audiences and traces their evolution during the early stages of the pandemic. Overall, the study provides a comprehensive map of Chinese narratives on COVID-19 and generates fresh insights into CCP crisis communication.

Summary/Abstract What does the decision to designate China as a “long-term strategic competitor” imply for U.S. defence strategy? To address this question, we draw on net assessment and competitive strategies, two complementary frameworks developed in the U.S. Department of Defense (DoD) during the Cold War to understand and manage long-term competition with the Soviet Union, respectively. Net assessment and competitive strategies are tailored around specific competitors and follow a characteristically dialectical approach to strategic planning, based on complex, recursive calculations of move and countermove. We argue that the identification of China as a long-term strategic competitor has paved the way for an increasingly systematic application of net assessment and competitive strategies within DoD, even if obstacles to such application still remain.

Summary/Abstract Article Type: Research paper Purpose— The paper reviews various established sources and statistics in the study of North Korea's economy in order to assess the added value of empirically collected data on traffic in North Korea derived from satellite imagery. The collected data are used to evaluate the impact of economic policy directives during Kim Jongun's rule on North Korea's economic development. Design, Methodology, Approach— Source triangulation is applied to create a robust and falsifiable account of North Korea's economic development based on existing and new data sources. Findings— Policy directives by the North Korean government appear to retain limited impact on North Korea's economy. Whereas foreign trade and GDP appear to be profoundly influenced by sanctions, data on construction and the newly introduced traffic data are not in sync with these indicators, as they don't follow the downward trend. Originality Value— Established statistics on GDP growth, foreign trade, marketization, and construction are combined with empirically collected data on traffic, derived from satellite imagery, to inform the study of North Korea's economic development
