Summary/Abstract Different kinds of perceived grievances give rise to different types of terrorist activities in different countries at different times. Controlling such terrorism requires a many-pronged approach and selective use of measures in each case. The core requirement, however, is actionable intelligence. Absence or inadequacy of such intelligence makes the task of security agencies difficult and quite often hazardous. Two recent cases in which intelligence failures caused terrible consequences are discussed in this paper.
