Summary/Abstract Helping to oversee for 17 years expert committee studies carried out by the U.S. National Academies of Sciences, Engineering, and Medicine has given me an appreciation for what might be called the “art of science advice.” Before describing what I have learned, let me provide some background on the growing interest by governments in receiving science advice and the science-advising niche that has evolved for the National Academies.

Summary/Abstract The 250 Iranian scientists looked nervous when our alumnus struck the first piano notes. We were in the lobby of Tehran’s Grand Hotel, where a group of former German Academic Exchange Service (DAAD) scholarship holders had gathered. It was October 2015, two years after I had begun my job as Iran country director for DAAD.1 I had invited a pianist, an Iranian DAAD alumnus who had completed his PhD in Germany in Persian piano music and music education, to perform for the Iranian alumni group and fifteen guests, professors, and DAAD representatives, all from Germany. The audience represented the past four decades of a rich, successful academic dialogue in times of political tensions.

Summary/Abstract International collaborations embed American scientists and students in vibrant, globally collaborative networks that strengthen the U.S. science, technology, and innovation (STI) enterprise, while benefiting both America and the world. Because such benefits have not been systematically explored in the United States, we present a framework for organizing and enumerating them, with national-level examples provided to illustrate scientific, economic, health, national security, educational, societal, and diplomacy and development advantages that can result from international STI collaborations.

Summary/Abstract Among the many and monumental challenges facing nations in the Middle East, finding a voice for science may seem like a low priority. But the need for science to inform policymaking could hardly be greater as resource depletion, unemployment, and rapid and unplanned urbanization challenge governments and the environment at a staggering rate. In some areas, answers are being sought and champions created through political ideology and identity politics. However, the lasting solutions to our region’s malaise lie in good science, innovative technology, and honest communication between scientists, political leaders, and the public. The time has come for science to fight for a place at the very heart of government.
