Summary/Abstract In April 2009, the Chinese government unveiled a plan for a comprehensive overhaul of the country's medical system. This dramatic moment was preceded by public debate, as well as government introduction of forums for public participation, which allowed diverse social groups to provide feedback on the policymaking process. Tracing the origins and outcome of the debate and public participation, we ask whether this debate and participation go beyond consultation and could be regarded as deliberation. Finally, we attempt to evaluate whether this process could precipitate a democratic transition. We contend that the government introduced participatory forums for the purpose of conducting consultation, yet the design of the arenas for consultation created some space for limited deliberation. We conclude that this process is not likely to produce a democratic transition, but argue that it may contribute to better governance, as consultation may generate popular expectations for inclusion and responsiveness.

Summary/Abstract What is corruption and is it always harmful? These are the two key questions that Frank G Madsen assesses in his exploration of this public- and private-sector phenomenon. After surveying various academic and legal definitions, Madsen analyses corruption as a 'social bad', born of the inter-personal relationships within social groups, such as those involved in organised crime, and shaped by the structure and values of the society in which they operate. The article concludes by reviewing the range of international anti-corruption laws and measures currently in force before considering the role of governments in mitigating the domestic reach and impact of corruption.

Summary/Abstract The need for access to basic amenities—drinking water, sanitation, electricity and drainage—to ensure a decent quality of life has been internationally and nationally recognised and acted upon in the form of Millennium Development Goals (MDGs) and various policies and programmes in India. Deprivation and disparities in access to basic amenities in urban India have been highlighted in this article, using data from Census 2001 and 2011 and National Sample Survey’s (NSS) Housing Conditions Rounds unit records data 1993 and 2008–09. Determinants of households having access to basic amenities in the house have been estimated using an econometric exercise on household-level information (NSS, 2008–09). Despite improvement over time, many households in urban India still face deprivations of basic amenities and, hence, low standard of living. Households located in slums and small and medium towns/cities and those belonging to Poor, Scheduled Tribe, Scheduled Caste and Wage Labourers (Casual Labourers) groups were highly deprived of access to basic amenities, and disparities among various socioeconomic groups were observed to be increasing. Findings suggest the need for urgent attention for providing basic amenities, focused on slums, small and medium towns/cities and supplemented with inclusive, group-specific measures in order to raise the overall quality of life and well-being.

Summary/Abstract How do security threats mobilize social groups against each other? The strength of such threats lies in the power of group emotions, notably the primary emotion of fear. Fear works by activating psychological processes at the group level that polarize attitudes between different groups. An analysis of survey data, radio broadcasts, and interviews from Rwanda's civil war and genocide of 1990-94 reveals four psychosocial mechanisms at work in group polarization: boundary activation, outgroup derogation, outgroup homogenization, and ingroup cohesion. Additionally, scholarly debates on the role of emotions, material opportunities, and rationality in ethnic conflicts represent a false theoretical choice. Both emotions and material opportunities matter, and rationality and emotion are not incompatible. Two simple refinements to extant theoretical and empirical approaches are needed. First, scholars ought to distinguish between attitudes and violence in ethnic conflicts; emotions matter for the polarization of attitudes, but material and structural opportunities mediate their expression as violence. Second, scholars should pay greater attention to the extensive research in social psychology that shows that both emotion and reason interact in individual judgment and decisionmaking.
