Summary/Abstract The Narendra Modi government after coming to power in May 2014 initiated the ‘Act East’ policy to further enhance New Delhi’s engagement with the countries of the Asia-Pacific region. However, India’s engagement with the two Koreas has not seen any significant improvement under the Modi government. North Korea’s isolationist policies and its involvement with India’s neighbouring countries with regard to the proliferation of nuclear and missile technologies have proved detrimental for relations between New Delhi and Pyongyang. Following the United Nations Security Council resolutions India has restricted its trade relations with North Korea since 2017, except for food and medical assistance to this reclusive state. On the other hand, India’s interest in South Korea also appears to have waned as bilateral trade relations have not witnessed any dramatic improvement in recent years. Despite South Korea’s claims of being a ‘middle power’ country, its reluctance to take a stand on several issues that concern India has diminished hopes for further improvement in relations between New Delhi and Seoul. This article seeks to discuss the issues and challenges that hamper the improvement of relations between India and the two Koreas in the context of the Modi government’s ‘Act East’ policy.

Summary/Abstract Korea’s rapid economic transformation from being one of the poorest countries during the 1950s to becoming a member of the Organisation of Economic Co-operation and Development (OECD) in 1996 surprised the world, and is often considered the ‘Miracle on the Han River’. Within a period of a few decades, Korea became an economic powerhouse and one of the largest producers and exporters of steel, ships, automobiles, cell phones, etc. In recent years Hallyu or the ‘Korean Wave’ has taken the world by surprise. The term basically refers to the popularity of Korean cultural products such as Korean music, dance, dramas, movies, food, fashion, cosmetics, etc. across Asia and other parts of the world. The cultural industries have become one of the new engines of economic growth in Korea, and have been generating billions of dollars for this export-dependent country. The Korean Government has been playing an important role in the promotion of these cultural industries through cultural diplomacy. However, one country which has remained the least affected by the Korean Wave is India. Barring some areas in the north-eastern part of India where it has made some impact, the rest of the country largely remains unaware of this phenomenon. In recent years, the Korean Government has been making efforts for the promotion of the Korean Wave in India. This article analyses Korea’s cultural diplomacy efforts to spread the Korean Wave in India.

Summary/Abstract In the arena of international relations nation-states have been regarded as the primary actors. However, the constituent units of nation-states have also become active in forging relations with the political units which are located outside the national borders through ‘para-diplomacy’. Since the 1990s the states of Indian union have been playing a significant role in India’s foreign affairs. The Narendra Modi government in New Delhi has also established a ‘States Division’ in the Ministry of External Affairs. In this regard, the Republic of Korea has initiated ‘Caravan events’ to engage with the states in India. This article aims to examine and explain Korea’s para-diplomacy with states in India.
