Summary/Abstract |
An unprecedented geopolitical landscape, driven by the reduction of Arctic ice and the rise of China as “a Polar power,” is emerging. What does this mean for Canada, and how should Canada respond to it in a systematic and strategic manner? We need a coherent and holistic conceptual framework to answer these key policy questions. Yet, the current literatures do not offer us such a concept. In an attempt to fill the void, this article presents a vision that conceives of Canada as “a peninsula state” exposed to great power politics in its vicinity, involving China as a rising power as well as the United States and Russia as resident powers. Furthermore, it argues that Canada should be prepared for three kinds of strategic dynamics as it enters the game of great power politics: theatre-linkage tactics and wedge-driving tactics vis-à-vis China and Russia, as well as quasi-alliance dilemma with the United States. Moreover, in order for Canada to cope with this complex international environment effectively, this article calls for creating a cabinet-level unit to coordinate various federal bureaucracies’ foreign and security policies.

This paper covers issues of Russia's national security in the Arctic as viewed from the military perspective. It examines the trends in the development of a reliable defense system for this country. It postulates the importance of greater defense capacity in the Russian Arctic, as NATO relentlessly builds up its military forces next to Russian borders, and the US military infrastructure continues to develop.

Summary/Abstract |
Japan remains a developmental state where the state guides and oversees economic development, and the strong bureaucracy and businesses in turn complement each other in leading and shaping policies to achieve developmental goals. Japan retains the institutions deemed necessary to enhance the cooperative behaviour of the bureaucracy, businesses and politicians, and norms about what is important in order for an interventionist state to implement policies aimed at achieving economic development and the autonomy of the state. Externally, Japan has practised economic diplomacy with tools such as development assistance to achieve its economic security and to promote the developmental state model abroad. The process of making foreign policy contextualised and reinforced the norms, for both Japan’s domestic and international audiences. Japan today tries to promote science and technology as a main catalyst for creating industries and supporting its domestic, export-oriented economy. This is based on Japan’s own interpretation of its historical path and economic success and is also used to justify its engagement in the Arctic, a region where Japan does not have any sovereign territories. Japan’s Arctic policy is as an extension of its economic diplomacy and an attempt to export the Japanese developmental state model.

Summary/Abstract |
The article discusses problems of developing the Northern Sea Route (NSR) in connection with realizing China's Belt and Road initiative. It also reviews recent studies devoted to assessing the prospects of the NSR and the possibilities of interlocking it with this initiative. Since realizing the NSR's potential demands not only solving problems associated with jurisdiction, management, economic competitiveness, and environmental protection, but seeking effective mechanisms of coordinating the strategic interests of the major powers in the region as well, the author believes interlocking the NSR with the Belt and Road initiative is becoming ever more realistic.
