U.S. alliances are more resilient than commonly presumed with actual force deployments, which don’t appear to be changing any time soon, mattering more than rhetoric to make security guarantees adequate for the foreseeable future.

Summary/Abstract Out of more than thirty strategic partnerships signed by India, its ties with the US and Russia are crucial for achieving economic and strategic objectives in the Indo-Pacific and the Eurasian region respectively. There was a growing convergence on bilateral, regional, and global issues with the US during Trump years, but there was divergence between the two countries on Russia. While Washington perceived Russia as a competitor and interfering in the domestic affairs of the US, Moscow on the other hand perceived the US as attempting to not only expand its influence in Russia’s backyard but also undermining Russia’s leadership and its political system. The relationship was also adversarial because the Sino-American escalation coincided with an increasing Russia-China bonhomie. Russia remained a valuable partner for India and India hoped for improved US-Russia ties under Trump. However, adversarial US-Russia ties cast a dark shadow on India-Russia ties. The US complained and was even contemplating sanctions on India for its purchase of S400 air defense systems from Russia. India’s reliance on Russian defence equipment and its policy of multi-alignment further increased tensions between India and the US although India-US strategic alignment has increased under Trump.

Summary/Abstract The Patient Protection and Affordable Care Act, better known as Obamacare, is the most significant US social policy reform in half a century, and the most politically fractious. Since the law was signed by President Obama, Republicans have mobilised against it, using courts and state governments to undermine the implementation of the legislation, which was set to unfold gradually over a nine‐year period. As we describe in this article, however, the beginning of the Trump presidency in January 2017 marked a turning point in the politics of Obamacare. In the absence of Obama's veto, legislative retrenchment became a viable option for the first time. Yet, a combination of intra‐party conflict and opposition to repeal from key stakeholders doomed Republicans’ initial efforts. Nevertheless, we discuss several reasons to doubt Obamacare's political stability.

Summary/Abstract In the aftermath of World War II, the United States set about building a global, rules-based economic order [2]. At the heart of that order, it put the liberal values of free trade and the rule of law. Over the next seven decades, the order, backed by U.S. power and bolstered by its growing legitimacy among other countries, prevented most economic disputes from escalating into mutually destructive trade wars, let alone military conflict. That allowed even the smallest and poorest countries to develop their social and economic potential without having to worry about predation by stronger neighbors. By taking much of the fear out of the global economy, the U.S.-led order allowed market decisions to be driven by business, not bullying.

Summary/Abstract American grand strategy is at a crossroads. The preferred trajectory of president-elect Trump, hardball isolationism and nationalism, runs counter to the American tradition of global leadership and liberal interventionism. Despite Trump’s preference for a new grand strategy, it is far from preordained that he will successfully resist Washington’s perennial pull of hegemony once sworn into office. Therefore, it is imperative to examine the strategic preferences of the American public, given that it has to bear the costs of this grand strategy. So what can one expect when the public is disinterested in supporting such an ambitious grand strategy?

Summary/Abstract This paper focuses on the importance of Japan–India–Sri Lanka cooperation in the Trump era. Japan's security policy gains even greater salience after Donald Trump's victory in the US Presidential elections. Although President Trump has promised to enhance US military might, the US' influence as a security provider has been declining. The Trump administration may also need time to re-establish a security policy and to evaluate its influence effectively. US allies and friendly countries now require a new security framework to adjust to the situation, one which seems to be emerging. This framework is a security network of numerous bilateral, trilateral, quadrilateral, and other multilateral cooperative relationships among US allies and friendly countries. Under this new system, Japan–India–Sri Lanka cooperation has an important role. In the new security order, there is a high probability that India will be the most influential sea power in the Indian Ocean. The strategic location of Sri Lanka has a significant influence on the security of the entire Indo-Pacific. To gainfully obtain its support, Japan and India need to find out what kind of support Sri Lanka needs, for which the Japan–India–Sri Lanka Trilateral Strategic Dialogue will be the best structural mechanism.

Summary/Abstract This article highlights the convergence and divergence between India and the US pertaining to China under the Trump administration. Given Trump’s forceful personality and apparent chemistry with Modi, it is tempting to attribute bilateral relations to individual leaders. However, systemic pressures due to shared concerns over China’s rise and aggressive behavior played a significant role in keeping relations on track and ultimately deepening them. This led to increasing Indo-US cooperation in the Quad especially after the Galwan Valley cash in June 2020 although India initially feared entrapment. While there was convergence on the broad contours of the threat of a Sino-centric Asia, coming to agreement on specific strategies to prevent it faced its share of challenges with Trump wanting New Delhi to do more to counter China and do it faster. There was also divergence related to India’s continuing attachment to strategic autonomy underwritten by a multipolar world order, and Indian and American definitions of the boundaries of the Indo-Pacific and how the priority areas of each differed.

Summary/Abstract This article tackles the question of whether US President Donald Trump’s foreign policy is informed by doctrine and, if so, what that doctrine is. In doing so, it positions itself with those who argue for the presence of a doctrine and specifically those who argue for a doctrine of unpredictability. The article problematises current understandings of doctrine, and the notion of unpredictability itself. The tendency to rely on the rational decision-making model is identified as a hindrance to analysis that acknowledges the possibility of a doctrine premised on a deliberate strategy of obfuscation and of wrongfooting both friend and foe. A four-pronged model of unpredictability is posited, consisting of inconstancy, inconsistency, unconstrainedness, and unreliability. This model encourages research unimpeded by prior ideas that treat Western foreign policy as rational and therefore expands the range of possible foreign policy doctrines that analysts contemplate.
