The recent resurgence of interest in insurgency and counterinsurgency has revealed a deficit in material written by and for the diplomat, the actor ostensibly responsible for the political component of a counterinsurgency campaign. Classical theorists stress that progress along the political track is essential for ultimate success. Recent commentary, in shedding new light on the characteristics of modern insurgencies, reaffirms this principle. To make political headway the diplomat-counterinsurgent needs to develop a strategic narrative, build a political strategy around the narrative, acquire expertise, become a catalyst for political change, and maximize contact with the local population. In doing so, he will make important contributions to and help accelerate success in a counterinsurgency campaign.

NOVEMBER 28, 2020 was the 130th birthday of Karim Khakimov, a Soviet diplomat who has played a major and still underestimated role in enabling the USSR to gain a foothold in the Middle East. Khakimov developed methods and principles for our diplomats to follow in that restive region that remain useful today. In fact, it is only today, nearly a century after this extraordinary person was put in the forefront of Soviet foreign policy, that we are beginning to see the entire importance of his legacy.

IN A PROJECT overseen by the Association of Russian Diplomats, Russian career diplomat minister counselor second class Yury Ivanov has published a book titled The First Soviet Diplomats: The People's Commissariat for Foreign Affairs of the RSFSR/USSR (1917-1941) [in Russian]* that is in effect a follow-up to his encyclopedic work published in 2021 about the last diplomats of the Russian Empire.1 There has been increasing public interest in Russia lately in the life and work of various diplomats, as evidenced by the appearance of several historical and biographical publications on the subject.

Sir Nicholas Barrington served in a number of Asian postings throughout a 40-year career with the British Foreign Office. In this article, he reflects on his experiences as a diplomat in Iran pre- and post-1979 Revolution, Afghanistan, and finally as High Commissioner to Pakistan, with observations on Benazir Bhutto and General Pervez Musharraf.
