Summary/Abstract The Swiss were uniquely positioned to observe the fate of Allied captives in the Pacific War. Many prisoners suffered from malign neglect rather than a deliberate policy of cruelty, and both Japan and the U.S. made respect for the laws of war conditional on the conduct of the enemy.
