India hosted leaders of 10 ASEAN countries for the first time during our Republic Day celebrations this year giving a strong message to China that India is great friend of theirs. All want to have an independent foreign policy. No one willingly wants to give military bases to China, in lieu of development aid. China if it gives money for development wants it back in cash or military bases.

There is also a genuine need for doing so early on if India were to continue aspiring for a greater regional role, and build upon it a global role to call its own.The post-War experience of the 20th century showed that super-powers began with keeping their neighbourhoods on their side.
