Summary/Abstract
The SAARC has failed, and one of the main factors of its failure is the Indo-Pak conflict. Their ‘Cold War’ has infected it. They tend to view the programmes and activities of the SAARC from the point of view of their bilateral problems. Being engaged in a game of one-upmanship, they, quite often, neglect the interests and needs of the region. In the face of the ongoing conflict between the Big Two, the SAARC has failed to function efficiently.

Nepal, a land-locked country, is fraught with serious problems, in respect of transit to and from the nearest port (ports). It is vulnerable to cross-pressures from the two regional giants—China and India who consider them as each other’s adversaries. But Nepal has been adept at playing one off against the other to maximise support and help from them.

Summary/Abstract
The idea of cooperation between India and Japan in the field of civil nuclear energy was mooted during the visit of India’s then Prime Minister Manmohan Singh to Japan in 2005. Japan then gave a commitment to India to enhance civil nuclear energy cooperation under appropriate IAEA safeguards.
