| Summary/Abstract |
How can humanitarian actors operate in a host state with significant subnational variations in willingness and capacity to meet its obligations? This is an issue of pressing importance, given the expansion of humanitarian aid to middle-income countries with growing state capacity, but with persistent infrastructural weakness in their periphery. The article illustrates the challenges and potentialities of engaging these states through the case study of the Norwegian Refugee Council (NRC) in Colombia. It describes the way the NRC has located its offices in peripheral areas, and how its activities have fostered the rule of law, successfully using rights-based approaches to strengthen subnational state institutions, activate and mobilise citizen demands and bridge national and subnational administrations. The article concludes that these activities, operated by officers with extensive practical knowledge and local trust networks, can open the way for durable solutions for humanitarian crisis, but can also provoke backlash from subnational actors.

While scholars have for some time debated the role of refugee flows in the international spread of conflict, most evidence has been indirect due to the scarcity of systematic data on refugee-related violence. The Political and Societal Violence By And Against Refugees (POSVAR) dataset addresses this lacuna by providing cross-national, time-series data on refugees’ involvement in acts of physical violence in their host state, either as the victims or the perpetrators of violence, individually or collectively, in all countries between 1996 and 2015. In this article, we provide an overview of the main features of the dataset, identify its limitations, and trace variation in reported levels of refugee-related violence over time and across different types of actors. We emphasize that the data may be helpful to both researchers and policymakers for more accurate understanding of the prevalence of refugee-related violence and the design of more optimal policies to mitigate it.

How do citizens within countries hosting U.S. military personnel view that presence? Using new cross-national survey data from 14 countries, we examine how different forms of exposure to a U.S. military presence in a country affect attitudes toward the U.S. military, government, and people. We find that contact with U.S. military personnel or the receipt of economic benefits from the U.S. presence correlates with stronger support for the U.S. presence, people, and government. This study has profound implications for the role that U.S. installations play in affecting the social fabric of host nations and policy implications for the conduct of U.S. military activities outside the United States.
