Summary/Abstract This article claims that since the signing of the 1993 Oslo Accord the Israelis have adopted a post-heroic health strategy towards the Palestinians that can be termed an ‘Ouroboros’ strategy. This strategy encourages all relevant actors to be engaged and invest in its execution without obtaining a substantial constant improvement in the political, security and health sectors that justify its implementation. This strategy was not planned by the Israeli government but was rather employed in the field of health by various NGOs and health professionals who used it to advance a few major goals: humanitarian aid, peacebuilding on the institutional and personal levels, and peace advocacy. This led to the evolving of an Ouroboros health strategy that applies constant pressure on the Israeli health sector to assume more responsibility for Palestinian health without any corresponding gain for Israel.
