| Summary/Abstract |
The 10th review conference for the nuclear Nonproliferation Treaty will begin April 27, 2020, just weeks after the 50th anniversary of the treaty’s entry into force. Held every five years, the review conferences offer the treaty’s members a formal opportunity to assess the treaty’s implementation and its states-parties compliance. The conferences provide an opportunity to discuss and seek agreement on steps to advance common goals and objectives related to the three pillars of the agreement, which involve the interconnected obligations of states-parties on nuclear nonproliferation, peaceful uses, and disarmament.

Sweden has long played a significant role in seeking to advance nonproliferation and disarmament. For example, Sweden was part of the New Agenda Coalition, which has sought to bridge the divide between nuclear-weapon states and non-nuclear-weapon states that surfaced during negotiations regarding the indefinite extension of the nuclear Nonproliferation Treaty (NPT) in 1995.

As the site of the first atomic bomb attack, Hiroshima has served as a vital center for education about nuclear weapons and their effects. The people of the city, along with those of Nagasaki, have been steadfast in their advocacy for abolishing nuclear weapons. The survivors of the U.S. atomic bombings on Japan, the hibakusha, have worked to communicate their experience to global citizens and leaders. Kazumi Matsui, Hiroshima’s mayor since 2011, has played a major role in that effort. He serves as president of Mayors for Peace, an assembly of thousands of cities worldwide devoted to protecting cities from the scourge of war and mass destruction.

A week before Russian President Vladimir Putin invaded Ukraine on Feb. 24, unleashing the biggest military operation in Europe since World War II, three experts on Russia—Rose Gottemoeller, chief U.S. negotiator for the New Strategic Arms Reduction Treaty (New START) and former NATO deputy secretary-general; Olga Oliker, program director for Europe and Central Asia for the International Crisis Group; and Thomas Graham, distinguished fellow at the Council on Foreign Relations and former U.S. presidential adviser on Russia—were interviewed on Zoom and email by Carol Giacomo, chief editor of Arms Control Today, about the origins of the crisis and what an eventual solution might involve. For more than two years, Stephen Biegun was U.S. deputy secretary of state and the top envoy executing President Donald Trump’s highly personal and ultimately unsuccessful diplomacy with North Korean leader Kim Jong Un. Biegun had eight meetings with North Korean officials and accompanied Trump in 2019 to meetings with Kim in Hanoi and also at the Demilitarized Zone. In his first interview since leaving government, Biegun discussed his views on what the last administration tried to accomplish and what went wrong and offered some advice to the Biden administration. The interview has been edited for space and clarity.
