Summary/Abstract |
On December 31, 2016, Yakov M. Berger, D.Sc. (History), Deputy Editor-in-Chief of the journal Far Eastern Affairs, and chief research associate of the RAS Institute for Far Eastern Studies, passed away. He was an authoritative scholar of China who made a considerable contribution not only to the study of modern China, but also the distribution of knowledge and popularization of achievements of world social thinking in our country. But the main subject of his research was China. He would say among his colleagues and friends that "China should be studied seriously and for the long haul." It is necessary to accumulate a great amount of knowledge and personal experience for a thorough and adequate assessment of Chinese problems. His life and activity serve as a good example of prolonged and successful work in this sphere.

In the epoch of modern information technologies, China remains an exceptionally diversified country linguistically. The implementation of the nationalities policy is inseparable from the study of the languages of the different peoples inhabiting the PRC. Major linguistic research is an important component of programs aimed at the preservation of the non-material cultural heritage of the country. After the proclamation of the One Belt, One Road strategy in 2013, the study of transborder languages , which exist on the territories of neighboring countries, has acquired special importance.

The author deals with various aspects of the debt problem in China's economy. He analyzes assessments of the aggregate debt from the point of view of its structural components and absolute and relative indices. The article also examines possible scenarios of Chinese economic development with due account of the factor of the growing debt pressure. Special attention is given to the problem of local governments' debt and ways to solve it.

By the end of the first decade of the 21st century, the factors that had boosted China's aggregate economic might for the three preceding decades began to peter out. Scientific and technical progress is coming to the fore as the main mechanism of further development. The creation of a Chinese innovation potential capable of changing the model of growth and raise China's competitiveness in the world acquires an especially important role. This article analyzes national programs of innovative development in the PRC and lays special emphasis on information and communication technologies. The most crucial aspect in turning China into a global innovative power is the preservation of cooperation and mutual trust between the scientific community and the leadership of the country.

The author examines the place and role of the Taiwan issue at the present stage of Sino-American relations. The author asserts that despite a certain softening of discord during the Ma Yingjeou administration and decreasing possibility of the Taiwan problem becoming a cause of conflict between China and the United States, historical differences between Beijing and Washington on Taiwan have not been resolved. The victory of the Democratic Progressive Party (DPP) candidate Tsai Ingwen in the last presidential election may become a new challenge for relations between the PRC and the U.S.A.
