Summary/Abstract |
The ASEAN Community (AC) and its subdivision, the ASEAN Political Security Community (APSC), were officially created on December 31, 2015. In practice, however, the APSC was established only slowly and ineffectively in 2016, especially where territorial disputes in the Eastern (South China) Sea were concerned. The main reasons for this were not only the disordered structure of the ASEAN Community itself but national egoism, lack of political will among AC leaders, and the policy followed by large powers outside the region as well.

The author examines issues of and prospects for China's innovative development, the formation processes of the strategy of introduction of the advanced world experience as well as new scientific and technological innovations during the past seven five-year-plan periods (from 1981 to 2015). The article assesses plans and prospects of scientific and technological development in the 13th five-year-plan period (2016-2020). It also analyzes the main development trends, problems, and difficulties confronting China along the developmental path toward an innovative economy.

This article examines the economic influence of Chinese living abroad (huaqiao) on the development of the 21st Century Maritime Silk Road on PRC territory. The author analyzes the territorial structure of investments and the branch structure of the huaqiao companies in the region of the Bohai Bay ring, the Yangtze River Delta, southern maritime regions and the southern shore of the PRC western regions through which the Maritime Silk Road will pass.

The article is devoted to the development of a cultural dialogue between the Japanese nongovernmental language organization Hippo Family Club and Russian educational institutions and public organizations. The motivation of participants in the exchange programs is disclosed, their impressions of Russia and Japan are described, specific features of Russo-Japanese educational projects are examined, and the role of Hippo Family Club is emphasized in the establishment of goodneighborly relations between the two countries.

Under President Donald Trump, the United States will continue to follow a policy of global hegemony under the slogan "America First," primarily to its own advantage. This applies to both Russo-American and Sino-American relations. At the same time, 100 days into his presidency, Trump had yet to fully devise a strategy for the foreign policy of the United States, which has been largely reacting to events in the international arena. This article describes the first results of the Trump administration's policy toward China and Russia, and the short-term outlook for US foreign policy strategy.

Summary/Abstract |
The article examines the influence of the Third Compensation Strategy of the Pentagon, one of the major American military and technological concepts being implemented since 2014, on the development of China's Missile Forces. A specific feature of this strategy is its orientation to containment of China, above all, with due account of the strong and weak aspects of China's industrial and military potential. It is implemented against the background of the systematically growing possibilities of the PRC in the nuclear containment of the United States. The influence of this strategy on the development of Chinese Missile Forces can also be reflected on the prospects of the American-Russian dialogue in the sphere of arms control.

This article discusses results of the 15th Russia-India-China (RIC) Academic Trilateral Conference held in Delhi at the start of 2017 and the current state of affairs in this format of international cooperation. Against the background of the debates that were held, the author analyzes certain results, challenges, and lessons of the 15-year development of cooperation in the RIC format, which continues to be an important factor in progressing to a polycentric world, and an instrument for strengthening relations of strategic partnership between Russia, China, and India.

Russia received the first official representatives of the Japanese government in 1862. The Takenouchi Mission, named for its leader Takenouchi Yasunori, visited St. Petersburg as part of a European tour. The aim of the visit was to acquire first-hand knowledge of the Russian Empire and features of its political and economic structure, and to conduct negotiations on issues concerning the further development of trade and diplomatic relations between Japan and the Western powers. This work acquaints readers with the impressions of the Japanese emissaries during their visit to St. Petersburg, recorded in their diaries and travel notes.
