Summary/Abstract Money Laundering (ML) and Terrorist Financing (TF) are global phenomena with pervasive politico-economic implications. These two menaces undermine the financial stability and integrity of a country. Crimes related to ML and TF have become more apparent in a couple of decades. Most countries of the world have responded to the menaces by building Anti-Money Laundering/ Combating the Financing of Terrorism (AML/CFT) regime. This trend gained a special momentum after the deadly and tragic events of 9/11. Countries all over the world continue to evolve their AML/CFT regimes to better cope with the changing situation. They are creating new laws and updating the existing ones; building institutional arrangements; enhancing cooperation with different intergovernmental bodies which promote AML/CFT policies and monitor member countries’ progress. Bangladesh has developed its own AML/CFT regime. The aim and purpose of this paper is to analyze the development of AML/CFT regime in Bangladesh. It also intends to evaluate the existing AML/CFT regime in the country.

Summary/Abstract The world has been witnessing a disrupting socio-political phenomenon of the emergence of right-wing populism. What is particularly striking about this is that it has concurrently affected politics and society both in Europe and the United States (US). There are several alarming consequences of the rise of right-wing populism, such as increasing rift between races and ethnicities, between and among social classes, and finally between cultures. It runs the risk of reversing the gains accrued from globalization and the ideas such as liberal democracy. Given the weight of this new socio-political phenomena, the article seeks to identify the causes behind the rise of populism. It argues that the roots of populism can be traced in the uneven development among states exacerbated by globalization process. The process has allowed for flight of capital from one country to another, and thereby, creating and perpetuating a new class of ultrarich. This has created inequality among states. The emergence of right-wing populism can be seen a knee-jerk reaction to the globalization.

Summary/Abstract Why do some states balance against a rising power while others prefer not to, despite facing redistribution of power alike? How does a state select partner in a balancing situation? In the context where second-tier states have little incentive to go for balancing against the United States (US) in the post-Cold War international system, this article primarily seeks to develop a dyadic structural explanation of balancing behaviour in the Asian regional subsystem. It argues that shifts in power distribution within a regional subsystem in favour of a state does not necessarily lead to power balancing on the part of other states. An intervening variable, the existence of enduring rivalries, plays a key role in this process. Rivalries create institutionalized adversarial propensities and provide stable decisional leverage to balancing. It also argues that rivalries determine alliance preferences and the magnitude of balancing. However, contemporary balancing trends in Asia lack formal alliance formation, contrary to the expectation of the main argument in this article. To explain this additional puzzle, the article develops the concept of interdependent multipolarity that characterizes the distribution of power in the post-Cold War Asia. To systematically account for the effect of rivalries on balancing, it tries to explore how the selected dyadic rivals are responding to the rising powers in Asia, and what factors are shaping their decisions.

Summary/Abstract Following the global trend, Bangladesh has declared to meet 10 per cent of its total electricity demand from renewable energy sources by 2021. The article aims to make an assessment of Bangladesh’s achievement in renewable energy and identify its untapped potential along with the challenges. In the process, the article also endeavours to assess the existing plans and policies of the country regarding renewable energy. To date, Bangladesh has been able to generate 556MW of electricity from renewables against the target of 2000MW. The article argues that just comparing the target and achievement figures without considering the context may not be a right approach. It argues that considering the context, performance, potentials and challenges of Bangladesh’s renewable energy sector, the progress is not discouraging at all. The article shows that the country has started the process of resource mapping which is opening new windows for Bangladesh’s renewable energy sector. From the findings of these resource mapping and feasibility studies it seems that Bangladesh has good potential in renewable energy. Finally, the article suggests revising the country’s existing plans and policies regarding renewable energy and investing more in resource mapping and feasibility studies.

Summary/Abstract Floods are a common and longstanding natural hazard in Bangladesh. Nowadays, it is worsening due to unplanned urbanization and development activities, rapid population growth, faulty structural interventions and adverse impact of climate change, with more intensity and frequency than ever before. Despite various policy initiatives and institutional mechanisms, the country is yet to achieve sustainable flood management (SFM) that aims at developing maximum possible socioeconomic resilience against flooding, while protecting natural flow of rivers and the environment. Flood management in Bangladesh focuses heavily on structural measures than nonstructural ones albeit the latter in many cases, more viable and useful for the country considering its geophysical location and hydrological characteristics. In this backdrop, the paper is an attempt to find out challenges that impede SFM in Bangladesh and provide recommendations to address those. It identifies unplanned use of floodplains, altering natural flow of water bodies, fragmented water resource management, lack of regional and international cooperation in river basin management, overreliance on structural measures, lack of good governance, absence of supervision, monitoring and evaluation process in management, limited participation of community people and local level disaster management committees in policy decisions and lack of knowledge-based management as key challenges for Bangladesh. The paper advocates for proper floodplain management, integrated water resource management, catchment based river basin management, establishing good governance, effective supervision, monitoring and evaluation procedure, strengthening local-level disaster management committees, participation of community people in policy decision and knowledge-based management to overcome the challenges.
