Summary/Abstract STUDIES of various aspects of mass communication have lately become one of the most common fields of scholarly research in humanities. Researchers have been taking up subjects such as information revolutions, information wars, the use of information and communication technologies (ICTs) in international affairs, digital diplomacy, and transnational communication networks. However, any of these forms exists in a specific context, is governed by specific norms and rules, and may be institutionalized and legitimized by a specific government agency and/or international organization. We may sum up by saying that they all are regulated by specific communication orders and regimes and influence those orders and regimes.

Summary/Abstract ASSESSING the friendliness of communication regimes is imperative given the increasing role of communications and information in international affairs; the fragmentation of the global communication order (which has failed to develop despite the efforts of global institutions and UN agencies); and the desire to create a multipolar world and establish good neighborly relations if not across the world, then at least in some of its regions and between countries in bilateral and multilateral formats. Interest in the issue increased significantly after the Decree of the President of the Russian Federation No. 243 was signed on April 23, 2021, On Measures (Countermeasures) against Unfriendly Actions of Foreign States. Despite the already existing Federal Law No. 127-FZ of April 6, 2018, On Measures (Countermeasures) against Unfriendly Actions of the United States of America and Other Foreign States, the new decree touched off heated debate and garnered a lot of international attention. An analysis of sociopolitical discourse has allowed us to identify the principal approaches and criteria that have served as a guide for Russia in assessing the unfriendliness of countries. Summary/Abstract THE RUSSIAN REVOLUTIONS of February and October 1917 have been a subject for century-long discussions. There exists a large diversity of studies that delve into domestic, regional and international impacts of the revolutions. This article sums up a paper delivered to an international scholarly conference on the significance of the Russian revolutions of 1917. This conference marking 100th anniversary of these revolutions was held in St. Petersburg on November 2-3, 2017. In this article, the present writer analyzes the role of the Russian revolutions in international diversification and argues that the year 1917 should be considered the starting point of the confrontation between world development models propounded by Russia and the United States.
