Summary/Abstract In the last two decades, the Israeli-Palestinian conflict has been highly identified with the dispute over the core issues: Israel's annexation of East Jerusalem, the establishment of settlements in the disputed territories, the final borders between the two parties and the Palestinian refugee problem. The first three issues were a result of the 1967 war, while the refugee problem was a corollary of the 1948 war. However, it was the Israeli administration from 1967 to 1976 that exposed refugee camps to the Israeli public and made some initial efforts to resolve the problem.

Summary/Abstract In the past two decades the Israeli-Palestinian conflict has been identified with the dispute over four core issues: the future of East Jerusalem, the Jewish settlements in the disputed territories, the final borders between the two sides, and the fate of the Palestinian refugees. The first three issues were born during the first 10 years of Israel's control of the West Bank and East Jerusalem, while the refugee problem dates back to the 1948 war. Yet it was the Israeli administration from 1967 to 1976 that exposed the refugee camps to the Israeli public and led to initial efforts to resolve this problem. This first half of the two-part article outlines the establishment of the Israeli administration in the West Bank and East Jerusalem and lays the ground for the creation of the core issues which will be described in the second part.

Summary/Abstract Despite holding recent elections, Burma's military government does not intend to relinquish power; its new constitution guarantees the army the right to do whatever it wants. Democracy will therefore not come to Burma through legal, peaceful, incremental steps. Instead, democracy will come to Burma outside the legal process, because the basis for the regime's power has changed, becoming markedly weaker. When it first seized power in 1961, the military was united and therefore able to rule through coercion alone. In the past several decades, by contrast, the generals have increasingly sought to purchase support by giving income and resource streams to key players. But if people support the regime only because it pays them, they will stop doing so when it stops paying. In recent years the regime has alienated many traditional supporters by taking away the income and resource streams on which they had come to rely. As these groups become alienated from the top generals, they may turn to each other to forge new deals, and ultimately some may try to enlist the people as political allies. Burma therefore fits the most common pattern for democratisation: it will come through elite defections rather than popular insurrection.

Summary/Abstract The author argues that Western policy towards Myanmar over the last twenty years has been not only demonstrably ineffective, but has also completely ignored the admittedly somewhat hesitant efforts of the military regime to improve relations with the West. Although the regime has been presentationally inept, the generals do seem to be moving towards some sort of elections in 2010. The West will need to decide how to respond to those elections. Continuing total condemnation of the regime may not be the best option.

Summary/Abstract Improving the business environment has been a major aim of Myanmar's reforms. However, the formal and informal economic institutions that govern exchange and shape the business environment changed significantly under a half-century of socialist and military government. The socialist leadership eliminated many market-supporting institutions made unnecessary because economic activity was to be state planned. Under this framework, personal exchange became dominant and control of economic life widespread. The military government revived market exchange, but many institutions from the socialist era remained and continue to constrain private business today. Thus, the strict economic controls, arbitrary policy-making and lack of processes that affect businesses in present-day Myanmar have direct institutional links with former regimes. They distort the structure of the economy, incentivize clustering in particular sectors and promote the use of networks and personal exchange. As other countries have shown, successful reform is a long process requiring more than changes in the formal institutions of regulation.
