Summary/Abstract This study provides one of the first empirical tests of the political impact of dibao, China's anti-poverty cash transfer programme. Using the China Family Panel Study 2010 data set and a propensity score matching method, the authors examine whether and the extent to which dibao benefits have impacted recipients' assessment of local government performance. To investigate the heterogeneity effect of dibao, the authors conducted separate analyses for urban and rural samples. Results have shown that receiving dibao benefits had a significant and positive impact on citizens' assessment of local government in China. Nonetheless, the subsample results suggest that the positive and significant impacts of dibao benefits might be driven mainly by the rural sample. Overall, the study implies that China's dibao policy has achieved a mixed success in alleviating discontent and boosting popular support for the government.

Summary/Abstract This study examines the issue of career advancement for Tibetan employees in private enterprises in the Tibet Autonomous Region. Semi-structured in-depth interviews were conducted with 52 enterprise employees and two government officers. Results show that, in comparison with the Han, the career advancement of Tibetan employees lags behind. Moreover, intragroup differences exist within Tibetans. A theoretical framework generated from the primary data identifies influential factors from three levels, namely the individual level, the micro-contextual (organisational) level and the macro-contextual (regional differences and Chinese governmental ethnic-related policies) level. The study aims to explore an under-researched question regarding the career experiences of ethnic minorities in contemporary China.

Summary/Abstract In China, the standard of the minimum livelihood guarantee system (also known as the dibao standard) is a cash-valued standard measured by household per capita income that functions as a poverty threshold in dibao, similar to the poverty line established in many other countries. China's dibao standard is very significant as it determines how many applicants can receive the benefits and how much the beneficiaries can receive from the governments. Therefore, it is an important task for the central government to have a scientific guideline for setting the dibao standard, and for the local government to establish a proper dibao standard. This article analyses the goals and principles of the dibao standard and evaluates its adequacy and effectiveness in the broader social assistance system. The article concludes by proposing several policy recommendations to further improve the dibao standard.

Summary/Abstract Dibao is not only China's primary social assistance programme, but also the world's largest such programme in terms of beneficiary population. This article reviews the international literature on monitoring management performance and impact evaluation of social assistance programmes around the world and offers a roadmap for improving dibao monitoring and evaluation through better data and methodology preparation and system building. Specifically, the authors propose to design and conduct more rigorous and better coordinated longitudinal research studies focusing on dibao's target population and covering multidimensional outcomes, with a particular emphasis on children and welfare-to-work programmes.

Summary/Abstract Using the China Household Income Project 2013 rural data set and a propensity score matching method, this study examines the association between participation in China's rural dibao programme and household consumption patterns. To provide a focused analysis of this relationship among low-income families, the authors restrict the sample to households whose per capita income was at or below 1.5 times the national poverty line. The results show that rural dibao recipient households shifted their consumption patterns by prioritising health and food over other expenses. It is regrettable that the rural dibao programme was unable to help increase educational investments in recipient families.

Summary/Abstract This article tracks recent policy developments of urban–rural dibao coordination, analyses different local strategies and discusses future directions that could help maximise its policy impact. Local strategies for integrating urban–rural dibao lines range from the most advanced full unification to partial unification and narrowing of the urban–rural gap, and to other practices such as focusing on specific population groups and raising the rural and urban dibao lines that correspond to external criteria. Future efforts will be needed to address the continued challenges rooted in the uneven development and limited coordination across localities in order to achieve greater unification in urban and rural dibao.

Summary/Abstract The authors offer a typology in support of a connection between Chinese international relations (IR) and relational IR. Specifically, a comparison scheme compatible with a sense of "self-restraint" shared by both IR types is presented for analysing the Chinese institutional style of uni-bilateralism. While most of today's relational turn discussions refer to self-restraint in multilateral contexts, the concept is mostly situated in bilateral contexts outside of Western liberal societies. China is a prominent example of how unilateral methods are being used to achieve bilateral relationality. However, China's bilateral sensibilities are very much contradicted by unilateral methods. At times, China's unilateral imposition of its own version of concession on the other party to enact its bilateral role could generate anxieties, uncertainties and potential misunderstanding rather than credibility. Distinguishing between ideal states and methods for achieving those ideal states can provide a more sophisticated understanding. Acknowledging the distinctions also enhances our understanding that China's confrontations with other states, especially the United States, do not necessarily come from discrepancies between ideal states, but instead from the use of unilateral methods the two actors pursue.

Summary/Abstract Focusing on the stigma associated with being identified as a welfare recipient, this article examines how welfare stigma is generated in urban China's primary social assistance programme—dibao—in terms of both system design and recipients' personal characteristics. Analysis of data on dibao, collected in 29 provinces in 2015, reveals that the poorest and most vulnerable families perceive less stigma and that the other programmes attached to dibao can help reduce stigma. In addition, welfare stigma is still fostered by the ways in which means testing is implemented. Stringent and complicated screening procedures that determine eligibility have led to increased stigma. A robustness test on the previous wave of data collection in 2013 has further verified the results.

Summary/Abstract China's minimum livelihood guarantee programme (dibao) provides means-tested cash assistance to poor households. The programme was first established in the urban areas in the mid 1990s and was extended to the countryside in 2007. It has been managed separately for rural and urban residents. Recently a growing number of localities began to unify the programme to facilitate increasing urbanisation. This study draws on the fieldwork conducted in four localities to investigate the contributing factors and challenges to the unification. Strong economic conditions, a small share of rural population and dibao recipients, and decreasing caseloads are major factors contributing to the unification.
