Most important being its objectives and whether those objectives have been achieved or not. The responses that are expected from Indian leadership, is not a strike here and a strike there to dismantle terrorist camps or launching pads, but a response that would lead to a permanent solution to the menace.

Pakistan-supported terrorist groups have been targeting establishments of Indian armed forces and security forces in Kashmir since the early twenty-first century. In its response to such incidents, New Delhi had taken care not to cross the Line of Control (LOC) dividing the Indian side of Kashmir from the Pak-occupied Kashmir (POK) – until recently. During its actions in September 2016 following the terrorist attack in Uri; and recently in February 2019 following the terrorist attack in Pulwama, the Indian armed forces were allowed to defy and cross the LOC. This article explores how the policy has changed and what are the implications for this change.
