The article discusses the evolution of state and consequent emergence of political theory which today demands a proactive democracy particularly in all Third World countries because these are still functioning in a feudal-monarchic manner, as against liberal and progressive democracies in most of the Anglo-American countries, despite having their tryst with democracy and democratic institutions since long.
