Summary/Abstract When in May 2014, three men joined in an emotional embrace in front of the Western Wall, witnesses of the scene heard them say in Spanish: "We made it." These three people were Rabbi Abraham Skorka; Omar Abboud, the Argentinian Muslim leader; and Pope Francis, in an act that culminated his first official visit to the Holy Land. Their cry of triumph represented before the eyes of the whole world the realization of an old dream, one fuelled by the friendship of the three men in Buenos Aires, and which offers the best formula for overcoming the nightmare of religious confrontations: respect and warmth among people of good will.

Summary/Abstract THE UNINTERRUPTED ESCALATION of the threat of international terrorism; its expansion under the banner of so-called "political Islam" on the territories of the Near East and North Africa, and of South and Southeast Asia; and its penetration into Europe and Central Asia have shown that the core of the radicalization of hundreds of thousands (if not millions) of people, and of their involvement in the cruelest and most violent of crimes on the greatest of scales, is primarily the terrorist ideology - an overarching, universal, all-encompassing, and extremely effective, inexpensive, and accessible instrument of mobilization, recruiting terrorists, planning terrorist attacks, undermining public safety and political security, destabilizing governments and law and order, and furthering terrorist aims.

Summary/Abstract Radical democracy is usually fleeting. What are the possibilities for institutionalising it? If we want to understand them, we have to look carefully at the institutions and practices of local government and distance ourselves from the ideal of the nation-state, focusing instead on the possibilities of the open city. In that context, this article refers back to the work of Hannah Arendt and Robert Dahl, considering it in light of more recent contributions from Nancy Rosenblum, Andy Merrifield, Jacques Ranciere, and others.

Summary/Abstract EXPERTS, ACADEMICS, political scientists and politicians gathered for a round table discussion at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation to talk about Islamic radicalism, one of the hottest issues on the Russian and Central Asian agenda. A. Pushkov, Director of the Institute of Contemporary International Studies at the Diplomatic Academy(ICIS), pointed out that the transition from unipolar America-dominated world to a multipolar world order added even more urgency to the issue under discussion. Below is the whole range of opinions offered by the guests at the round table. S. Nikolaev (Deputy Director, Third Department of the CIS Countries, Ministry of Foreign Affairs of the Russian Federation) deemed it necessary to point out that Russia wants stability and security in Central Asia to be able to strengthen its strategic and allied relations with the local states, to address together the entire range of regional problems including terrorism, extremism and illegal drug trafficking. Russia is also involved in bilateral humanitarian cooperation; it pays particular attention to the defense of the rights and interests of compatriots, is doing a lot to preserve the positions of the Russian language in these countries, to expand the Russian educational, cultural and information space in all of them. Those involved in these activities are fully aware of the potentials offered by the civil society as a whole and the Russian World Foundation in particular. The political heavyweights - China, America, Japan, and the European Union - are displaying more interest than before in Central Asia. This does not worry Russia: for objective reasons sooner or later Central Asia will be integrated into wider cooperation formats which will add vigor to competition in all spheres. The Russian Federation does not claim the role of a monopolist in all Central Asian developments and is open for cooperation with other states.

Summary/Abstract This article examines the rise in jihadi activity within North Africa in recent years and aims to answer two fundamental questions: first, how have local and foreign jihadi groups capitalised on the unique domestic contexts in Tunisia and Egypt in the aftermath of the Arab Spring revolutions to advance their insurgencies? Next, what are the key factors conducive to extremism in both countries that have facilitated this? This study highlights the importance of contending with extremism with respect to the differentiated socio-historical, political and economic circumstances of each country. From a broader perspective, several trends common in the rise of extremism in both countries are identified. First, there is a tendency of extremism to consolidate in proportion to the amount of institutional void. Next, conditions of poverty often supply futile ground for the entrenchment of terrorism; in particular, the study highlights on how jihadi groups have made a concerted effort to damage the economic interests of each country. Finally, the presence of historical grievances provides a conducive environment for extremism. In light of the threat of cell dispersion following the recent defeats faced by ISIS in Syria and Iraq, an understanding of jihadi operations in North Africa becomes increasingly crucial.

Summary/Abstract A key contention of the transitional justice movement is that the more comprehensive and vigorous the effort to bring justice to a departed authoritarian regime for its political crimes, the better the democratization results. This essay challenges this common assumption with empirical evidence from the Iberian Peninsula, where the global wave of democratization of the late twentieth century was born. In Portugal, political trials and bureaucratic purges intended to cleanse the state and society of the authoritarian past nearly derailed the transition to democracy by descending into a veritable political witch-hunt. In Spain, by contrast, forgetting and moving on prevailed, an approach that facilitated the country's emergence as the paradigmatic example of a successful democratic transition. Among the many lessons suggested by these counter-intuitive examples is that there is no pre-ordained outcome to any attempt at transitional justice. This is so because the principal factors driving the impulse toward justice against an old regime tend to be political in nature rather than ethical or legal. In Portugal, the rise of transitional justice mirrored the radicalism of the left-wing revolution that launched the transition to democracy. In Spain, the absence of transitional justice reflected the pragmatism imposed by the self-reinvention of the authoritarian regime and the political trauma inflected by the Spanish Civil War.
