Summary/Abstract The Energy Union and the European Green Deal advocate the participation of citizens and communities in the energy transition, which encourages a bottom-up approach in the implementation of sustainable energy initiatives. Both are in tune with the United Nations’ Sustainable Development Goals, which attempt to involve all members of society in the sustainability path. The reality in EU member states, however, is that community energy still lacks the necessary regulatory framework to compete with large utility companies. This may indicate that the governance framework is lagging behind, still not ready to include communities (collective citizens) as full participants in the energy transition.

Summary/Abstract Reorientation of fossil fuel industries towards renewable energy, and the role of changes in organizational environment underlying such processes, have not featured strongly in the study of sustainable energy transitions. We contribute to this important policy issue with a case study of the Norwegian oil and gas industry and its engagement in offshore wind power. We study how the engagement has changed during the period 2007–2016, and whether these changes correspond with developments in the industry’s task and institutional environments. Our study reveals that despite relatively stable institutional environment and continuous growth in offshore wind market over the last decade, the oil and gas industry’s engagement has fluctuated over time. These fluctuations – green flings – took place during two market downturns in the oil and gas market, while during an oil and gas boom the industry reoriented back to this core market. Our results draw attention to the potential importance of market changes for reorientation of fossil fuel industries towards renewable energy. We conclude by discussing the implications of our study for policies seeking to support sustainable energy transitions.

Worth the wait: how South Africa's renewable energy auctions perform compared to Europe's leading countries / Kitzing, Lena   Journal Article

Summary/Abstract Auctions for renewable energy support allocation are on a triumphant global advance. We compare performance of renewable energy auctions in terms of effectiveness (realisation rate and period) and efficiency (price outcomes) from two world regions: South Africa and European countries (Germany, France, the Netherlands). We develop an assessment framework for compliance incentivisation in auction design, covering qualification criteria, penalties, and compliance monitoring. We find that a 100% realisation rate in South Africa is connected to a strong compliance package, while European countries have moderate realisation rates (23%–87%) with relatively lenient compliance packages. We observe that realisation periods are correlated with project size rather than granted realisation period. Although South African projects generally have longer realisation periods (34 months for PV and 40 months for onshore wind) than European projects (16.5–30 months for PV and 19–25 months for onshore wind), they perform comparably considering that they are 10–13 times larger. Comparing average auction prices with equivalent technology-specific LCOE estimates, we find a general convergence towards the global average, with South Africa having the sharpest price decline (75% PV and 54% onshore wind), albeit starting from the highest level. Our findings, especially on importance of compliance incentivisation and weak impact of granted realisation periods, are valid across world regions and can support policymakers everywhere in designing effective and efficient renewable energy auctions.
