Summary/Abstract I hesitated to write the introduction to this Special Issue of Comparative Strategy, which features articles on a variety of subjects, all written by women. I did not want to misstep. I thought, my perspective is decidedly male, and, frankly, it is impossible for me to fully understand the level of inequality women have experienced through the ages. My first reaction was to pass the assignment off to a female colleague of mine. She did not take me up on my offer. She thought, actually, it might be good to have a male perspective because male attitudes and responses are critical to overcoming prejudices that exist against women in the field. Good point. After giving it more thought and taking a little encouragement from Martin Luther King, Jr., I decided that perhaps the best thing I could do is to emphasize something that I have believed to be true all along, that what matters most is a person’s character and natural strengths, and not a person’s gender.

Summary/Abstract The challenges Colin Gray faced to publish a fully fleshed out analysis of the contribution made by special operations to defense and security were many. James Kiras runs through his different efforts across the year in a nearby tribute. Colin believed that the best way to understand the strategic utility of special operations was to look at it through the lens of history, and, as one who worked closely with him on his project, I would like to lay out what I believe were his most significant insights on this subject and look at what might be called his pioneering, and sadly unpublished, work on the subject: Special Operations: What Succeeds and Why.

Summary/Abstract U.S. space systems are the backbone of the U.S. economy and national security. Chinese counter-space weapon developments promise to make the satellite protection mission ever more challenging. There are significant challenges to deterring China from aggressive behavior in space, and for this reason U.S. policy makers and defense planners must start planning now for a possible future military confrontation involving China that also may involve military space contingencies. The purpose of this report is to provide a framework for thinking about deterrence and the protection of U.S. space assets.

Summary/Abstract There has been a shift in opinion in the U.S. governing and defense-planning circles causing leaders to accept the reality that space is a warfighting domain. Despite arguments put forth over the past several decades by sanctuary-policy proponents that space should remain free of Earth’s conflicts, reality has dictated otherwise as other powerful nations have acquired the capabilities to execute offensive and defensive operations within the space domain. The U.S. national vision for space must fold in the reality of possible combat engagements in space. If we are to ensure space dominance, the U.S. administration and the nation’s lawmakers will have to take some policy risks in a time when near-peer competition in space is growing rapidly and significantly. Inaction, inadequate action, or misguided action will have negative effects, and place at risk the U.S. ability to enforce its deterrence strategy and fight a battle that may involve space warfare.
