This article describes little-known facts about the activity of the 9th Panchen Lama (1883-1937) after he left Tibet in 1924; in particular, his contacts with Inner Mongolia, Mongolian People's Republic, Manchuria, Japan, and the government of China, on the basis of materials from archives of Russia and Mongolia.

The subject of the round table is quite timely. It is all the more important inasmuch as the assessment of the situation in East Asia given in reports and statements of experts and mass media representatives of various countries, not only foreign, but also Russian, are often based not so much on an analysis of actions of these countries, as on certain initiatives and expressions of their politicians, which sometimes have a too emotional, if not propaganda or provocative, character.

The author offers an overview of complicated problems that stem, in one way or another, from Japan's policy toward Taiwan and have a direct bearing on relations between Japan and China. She puts these problems in the context of intensifying rivalry for predominance in the APR between the United States and Japan, on the one hand, and China, on the other, because Taiwan's reunification with mainland China would add significantly to China's overall strength, a prospect unpalatable to both Washington and Tokyo. Involved as it is, the situation is made worse by the dangerously escalating territorial dispute between Japan and China over the Senkaku (Diaoyudao) Islands which is closely related to the Taiwan problem.

The article scans the history of Huangpu (Whampoa) Military Academy organized in 1924 with Soviet assistance and with the participation of Chinese communists. The author shows the significance of Huangpu Academy for the "symbolic policy" of the Kuomintang party (KMT) and the Communist Party of China, as well as the role of the Academy not only in the creation of the Kuomintang National Revolutionary Army and its military personnel training, but also in the formation of such vital institutions as organs of political education and propaganda, special services, and public organizations.
