The Histadrut was founded in 1920 to organize the so-called Zionist conquest of labor, which aimed to exclude Palestinian workers from the economy. While this ideology was central to the Yishuv, labor shortages and settler-colonial expansion following the establishment of the State of Israel in 1948 led to the integration of Palestinian workers in the workforce. Focusing on the construction industry, this article explores the ways in which the Histadrut’s contemporary membership structure, collective agreements, and relationship to the Israeli state serve to further institutionalize a highly racialized and segregated sector. Palestinian and migrant construction workers toil in dangerous circumstances for low pay, without union protection, and under the supervision of unionized Jewish managers and engineers.

Since its establishment in 1948, Israel’s economic policy has been original and unique, since it was loath to accept imported foreign economic ideas, and at times even explicitly rejected them. When such ideas were partly accepted, they were adjusted to local circumstances – economic, social or political – as understood by the political leadership. This unconventional economic policy was successful – not only by conventional economic standards but also when considering the massive socioeconomic challenges confronted by Israel during its first thirty years of statehood.

This article investigates the institutional attitudes of the Histadrut (the General Organization of Workers in the Land of Israel) toward Palestine’s Middle Eastern Jews (Mizrahim) between 1920 and the late 1940s. Based on archival evidence and secondary sources, it argues that what Mizrahi workers experienced in their dealings with the Histadrut was not the result of random or unintended abuse but of a political culture that promoted social fragmentation and inequality. The corollary of this argument is that the Mizrahim who arrived immediately after 1948 found themselves thrown into a racial binary mold that had been in the making for about fifty years, beginning with the first waves of Zionist immigration to Palestine.

This article analyzes the Histadrut, the quintessential Labor Zionist organization, and its policies regarding the Palestinian Arab citizens of Israel between the years 1948-1967. Using archival documents, published material, and oral history, the article reconstructs previously unexplored aspects of Palestinian membership in the Histadrut and reveals the spectrum of attitudes that it elicited. Whereas previous research has identified the Histadrut’s role in segregating the Jewish and Palestinian communities in Palestine, this article argues that after 1948, the Histadrut integrated the Palestinian Arabs into Israeli society in a way that complicates our understanding of Zionism.

| Summary/Abstract |
This article explores the history of the Palestine Labor League (PLL) during the first years after Israel's establishment (1948-1953). Unlike most research, which views the PLL as an insignificant appendage to the major Zionist labor union, the Histadrut, this article wishes to investigate the PLL as a Palestinian organization operating within the corporatist industrial relations system of Israel’s early days. The article shows that PLL activists identified their position as a link between the Histadrut and the Palestinian population and used it to gain personal and collective achievements. The article therefore argues that the Israeli corporatist model, which was set to maintain social order and strengthen Zionist hegemony, unwittingly provided Palestinians with agency which was utilized by them to resist Israel's settler-colonial policies.
