Electoral Engineering in the Russian Regions (2003–2017) / Turchenko, Mikhail   Journal Article
Turchenko, Mikhail Journal Article
0 Rating(s) & 0 Review(s)
Summary/Abstract This article addresses the puzzle of electoral engineering in autocracies using data from three rounds of Russian regional legislative elections between 2003 and 2017. The analysis shows that electoral engineering was widespread in regions where governors lacked the resources necessary to rely on blatant forms of electoral malpractice for the benefit of United Russia. This pattern became evident during the third round of regional legislative elections. The study indicates that the manipulation of electoral systems may be important for authoritarian rulers when they are unable to rely on blatant electoral malpractice to ensure the certainty of electoral outcomes.

Shot in the foot: unintended political consequences of electoral engineering in the Turkish parliamentary elections in 2018 / Evci, Uğurcan; Kaminski, Marek M   Journal Article
Kaminski, Marek M Journal Article
0 Rating(s) & 0 Review(s)
Summary/Abstract The ruling party in Turkey, the AKP, made an ex post mistake by changing the electoral law before the parliamentary elections in 2018. The new apparentement provision allowed parties to make electoral alliances and the alliances’ total votes could then be used to meet the threshold. Surprisingly, the MHP met the threshold in the election, while one opposition party, the İP, failed to do so. AKP lost the parliamentary majority as a result. We estimate election results using four alternative scenarios, identify all parties that made ex post mistakes in supporting electoral reform, and evaluate the reform’s political consequences.
