Summary/Abstract New Zealanders have prided themselves on a moral foreign policy that can speak up for decency and a rules-based world order. Now in the face of China's aggressive nationalism, especially over Hong Kong, we face a difficult choice between our democratic values and our income. We stumbled at the first fence, choosing to be silent when our friends spoke out over China's repudiation of the treaty which guarantees Hong Kong's special status. We have gently tried to recover this stumble and can do so more convincingly by taking in our share of those who wish or need to flee Hong Kong.

Summary/Abstract Tajikistan, one of the poorest former Soviet republics, was wracked by a brutal civil war in 1990. By some estimates, more than 100,000 people were killed. After the end of this bloody conflict, the republic was still unstable, especially with the great influence of Islamism. The prison revolt last year indicates that an Islamist uprising could well spread. This has forced Emomali Rakhmon, the president, to think about his personal security. In the event of a rebel victory, he would have very few countries where he could take refuge. Russia is among them.

Summary/Abstract The violent clash during the night of 15-16 June 2020 in the Galwan Valley on the Indo-Tibet border is largely seen in the context of enduring Sino-Indian strategic rivalry and differing perceptions of the border. But the deadly clash is China's desperate attempt to use the humanitarian crisis of Covid-19 to advance its geopolitical goals in the Indo-Pacific region. Its latest military assertiveness is a message that India is no match for China. The deadly clash has shattered India's illusions of a friendly China. The on-going relationship between the two nuclear-armed Asian giants will be tense and not business as usual.

Summary/Abstract Relations between Poland and the Russian Federation have been contentious in recent years. Some of the contention has revolved around competing interpretations of events leading up to and during the Second World War. Such debate, while it has its place, overlooks the lengthy history of relations between the two countries, a history in which there are commonalities and areas of co-operation as well as at times bitter conflict. There are signs these two great nations may one day find a path to a fruitful and enduring rapprochement, in their own interests, and in that of their neighbours and of the whole of Europe.

Summary/Abstract Bush fires are forcing Australia to reconsider its negligent policy on climate change. At the same time, developments in Iraq and Iran point to significant changes in the international balance of power. Despite their economies being dependent on trade with China, Australia and New Zealand still rely for their security on their alliance with the United States. There is a need to reconsider antipodean defence polices in light of America's new China policy of confrontation. Should the United States provoke hostilities, there is no longer any guarantee that it would prevail, or protect the allies it might have embroiled.

Summary/Abstract Over the past two and a half years, Defence has seen significant updates to its policy settings. These have included the introduction of the 'Community, Nation, World' framework, which acknowledges the New Zealand Defence Force's important role in supporting community well-being and national resilience. An important theme that derives from this framework is Defence support to other agencies' outcomes. The establishment of clear, concise 'Defence Principles' articulate long-standing and widely held expectations of our defence force, and describe at a fundamental level what it is, and how it should operate and promote New Zealand's interests and values.

Summary/Abstract Before the arrival of the Covid-19 pandemic, the white elephant in the room was climate change. But an even bigger disrupting reality might be emerging. Because this new reality is bigger than our own planet Earth. The emergence of a space economy is not a futuristic event. It is already a multi-billion-dollar business. The demand for geo-location apps and internet connection during the pandemic, both for entertainment and professional reasons, is keeping the satellite business growing. And as space mining is becoming a reality, the competition for resources outside our planet might change our understanding of geopolitics forever.
