Summary/Abstract Engaging with Russia would help make changes critical for New Zealand's future. What happens in and to Russia during the next 30 years and more will help shape the international response to climate change. New Zealand is well-positioned to establish mutually beneficial partnerships with Russia, particularly in agriculture, forestry and fisheries. Co-operation with Russia, as well as with other countries, has a key role in Antarctica and the Southern Ocean. There is potential for trade with Russia to return to a level similar to, or better than, earlier trade with the Soviet Union.

Summary/Abstract The post-Covid world will be a new era. New Zealand's goal is to make it a better era. If the Indo-Pacific is to successfully rise to the many challenges it faces, governments will need to recommit to supporting an open and rules-based regional order, one that is more sustainable and resilient. New Zealand must do what it can to encourage that change. It will do so in ways that are pragmatic, that advance its interests and that are consistent with New Zealand's values. It will do so in a variety of formats in pursuit of an independent, principled foreign policy.

Summary/Abstract The governor-general's traditional role, as the monarch's representative in New Zealand, has focused on constitutional, ceremonial and community leadership domestically. But more recently an international role has emerged. Described as 'promotion of New Zealand's identity and sovereignty as an independent nation', it involves representing New Zealand values and culture to the wider world. The prime minister and the government of the day determine the nature of overseas travel by the governor-general, but over the past 18 months closed borders due to the Covid-19 pandemic have had a significant impact on the opportunities to fulfil the international aspects of the role.
