Summary/Abstract While existing scholarship focuses attention on the impact of state control and repression on Chinese civil society, the increasingly independent role of the Communist Party has been largely overlooked. This article reviews the Party's drive to "comprehensively cover" grassroots society over the previous decade against the theoretical debate unfolding among Chinese scholars and Party theoreticians regarding the Party's role with respect to civil society. Focusing on greater Shanghai, frequently cited as a national model of Party-building, I describe the Party's advance and the emergence of Party-organized non-governmental organizations (PONGOs), a new hybrid form of social organization sponsored and supported by local Party committees. I argue that these developments invite a reconsideration of our understandings of the ongoing "associational revolution" and of the Party's relationship to China's flourishing "third realm."

Summary/Abstract The new urbanization in Vietnam and China, a result of the opening of their economies to the world, the consequent relaxation of central planning, and the sweeping reforms that have had a transforming effect on these countries, has focused attention on the encounters of an ever-expanding urban with the densely populated rural zones-the periurban-that surround large cities in the region. The effects of horizontal expansion on property rights, land use, occupations, social interaction and the physical environment have been ongoing for between 20 and 30 years and have been profound. Some of them are the object of the four case studies that provide the empirical substance of this special issue. The research reported here was not part of a larger project. It brings together four studies that happened to address interesting aspects of the encounter between urban and rural in two neighbouring countries with socialist regimes that are on the same development trajectory. We do not claim to make vast generalizations, but note the specificities of each case as worthwhile in their own right.

Summary/Abstract Three main factors explain public support for EU membership: utilitarian expectations, the role of values and ideas, and class partisanship. In the Polish case, public opinion polls and issues more specific to Poland, such as the role of the Catholic Church, populist political parties and profound Euroscepticism among farmers, suggest that although these theoretical explanations overlap, each of them has a different explanatory value. The economic approach remains the best predictor of support for EU membership, and whereas values and identity are closely linked to and dependent upon economic expectations, the impact of national politics appears largely decoupled from Polish Euroscepticism.

Summary/Abstract In Uganda, as in many other African countries, increasing numbers of 15-24 year olds are migrating to urban areas to look for work and educational opportunities. We explore the shifting sense of identity amongst youth migrants in Uganda as they struggle to reconcile the differences in social norms between the rural settings in which they are brought up and the urban environment in which they now live. The experience of migration significantly impacts on the transition from youths to adults by influencing their perception of their own identity as well as the expectations of society. Young people often hold conflicting views of their rural and urban experiences, suggesting that understanding rural and urban realities as distinct entities does not reflect the complex relationship, and possible confusion, of the migrant experience. In contrast to existing literature on migrant identities, which has tended to focus on the identity shift experienced by adult transnational migrants, this reveals the particular challenges faced by youth migrants whose adult self is not yet formed.

Summary/Abstract In the industrial sector of Kolkata’s Salt Lake township, the spires, shikaras and domes of religious sites that are interspersed throughout the city proper are absent, and high-rise glass and metal buildings housing multinational corporations, hotels and shopping malls take their place. But religion is not absent there. Instead, management professors and business leaders transform those buildings into temples by framing the labour that takes place within them as a sacrificial act of worship. With this case study, I demonstrate that Hindu theologies are actively shaping and being reshaped by neo-liberal capitalism and its urban topologies.

Summary/Abstract In May 2018, Ho Chi Minh City officials declared that they had lost the original planning maps to the city’s most important urban development project. The case of the missing maps revealed core tensions about urban planning in the city, galvanized popular resistance to city planning authorities, and prompted a series of investigations into government misdeeds. While it is common to criticize maps as artifacts of state power, this case shows how citizens can reappropriate the meaning of maps and transform them into a form of quasi-legal evidence that demands accountability and responsiveness from state officials in a non-democratic single party state. The transformative entanglement of maps and people, however, works reciprocally – just as social groups can transform the meaning of maps, maps also participate in the transformation of social groups. The concept of “cartographic action” seeks to account for the entangled relationship among maps, political life, and social action.

Summary/Abstract This paper expands the toolkit available to consider the effectiveness of urban climate responses by examining political effectiveness in the implementation of urban decarbonization initiatives. By focusing on the politics of implementation, this approach complements dominant approaches for assessing effectiveness that emphasize greenhouse gas emission accounting. Drawing on case studies of urban building low carbon governance in Stockholm, London and San Francisco incorporating 40 expert interviews, the analysis provides insight into whether climate change mitigation measures are catalyzing political momentum that is untangling fossil fuels from institutions. It finds that urban decarbonization is gaining political momentum when it comes to new buildings, although with concerning implications for inequality and uneven development, but systemic change is limited since efforts to target existing buildings are stumbling over challenges. Two key insights are highlighted: 1) reframing the policy goal of urban climate mitigation to decarbonization productively refocuses attention on systemic change; 2) effective urban carbon governance is not only about providing instrumental tools, but it also involves triggering political dynamics that build momentum. Future urban decarbonization initiatives should consider the complementary roles of offering instrumental solutions and catalyzing political momentum through implementation.

Summary/Abstract By the nineteenth century, with the advance of British colonial activities, British corporate laws had been transplanted to maritime Asia with varying degrees of vigour. In British Hong Kong, these laws often clashed with native customs. Through a reconstruction of the legal disputes found in urban Hong Kong, this paper discusses how British and Chinese business traditions interacted with each other during the late nineteenth and early twentieth centuries. Before assessing the historical implications and consequences of these legal decisions, this paper will also explore whether the Chinese institution of tong is compatible with British law in urban Hong Kong.

Summary/Abstract This paper focuses on the private property and its limits in urban China.It explores the emergence of urban property markets; urban property-holding in relation to the complexity of urban governance; "minor property rights apartments" that form a de facto real estate market and cross over the urban-rural divide; the "grey areas" of blurring legal and administrative boundaries in modern China; and recent change to the rural land system and the rural-urban divide. The conclusion flags the theme of the city as laboratory with regard to the blurring legal and governmental urban-rural distinction.

Summary/Abstract This article investigates the impact of dance on the development of Tel Aviv during the British Mandate of Palestine. It shows how theatrical, salon, and folk dance forms shaped the culture as well as the physical space of the burgeoning city, and how national ideas were encoded into this nexus. The city served as both stage and subject of dancing and choreographic activity.

Summary/Abstract The constitutionalisation of cities is analysed as a process through which urban residents operate as constitutionalising forces within their cities through lived experiences, practices and engagement, and cities try to impose themselves as constitutionalising forces within a rapidly transforming global society. This article explores the tensions generated by the constitutionalisation of cities. It focuses on identifying their character, assessing current economic and socio-cultural processes within cities and articulating a vision of the cityscape. Finally, it applies the idea of chronotopes, as developed in literary studies, to the study of cities. This multidisciplinary approach allows us to understand the constitutionalisation of cities, so far as they seek to break into a global society dominated by states and financial capital. It suggests a vision in which acts of urban citizenship may become emancipatory.

Summary/Abstract Amman, as the capital of the Hashemite Kingdom of Jordan, has been said to suffer from a crisis of identity, a condition that is seen as impinging a sense of authentic urban memory and form. As it has become the destination of multiple refugee and migrant communities seeking safety in Jordan, Amman’s subsequent migrant make-up has been primarily narrated as a burden – on space, on resources and on understandings of the Jordanian national self-preventing a sense of national unity being found within its capital. Countering these narratives of burden and crises, this paper seeks to reconceptualise the role of migrants in Jordan’s capital as contributing to and participating in the development of Amman as a modern urban centre. By discussing one particular communal group – Palestinian Christians – and their contributions to the socio-spatial fabric of the city this paper aims to promote a shift in narrative around Amman in particular, and Jordan in general, as one which can embrace its history of not only migrating people but their ideas of modernity and urbanity and how they are imprinted on the urban landscape today.

Summary/Abstract Intercultural citizenship seems to benefit from certain generic aspects of city life that carry a negative quality, such as "blasé attitude" or the typical "indifference" of city dwellers. The main part of this essay argues that this observation allows the formulation of a moral minimum-a threshold conception-of intercultural citizenship in the urban setting, namely, what I call side-by-side citizenship. A certain level of indifference makes possible personal freedom and a tolerant multicultural city, although there are more ideal formulations of intercultural citizenship, such as in terms of agonism or cosmopolitanism. However, these more ambitious forms easily become too demanding given the muddle of everyday urban living conditions, which tend to promote mutual reserve and impersonal social relations. A modest and realistic conception of intercultural citizenship could prove crucial in motivating citizens to act according to some minimal standards.

Summary/Abstract This paper draws on the larger experience of urbanisation in two villages in Delhi, in particular the changing political and social life of these villages. Based on field research conducted between 2017 and 2019, it aims to explore the associational life of the villages and the ways in which traditional and newer forms of association and governance interact with each other and the state. In the new landscape, where panchayats operate alongside resident welfare associations and youth-led self-help organisations, a multiplicity of ‘political’ and ‘associational’ strategies have been adopted, with the invocation of terms such as ‘social work’ alongside an older invocation of biradari or community.

Summary/Abstract Despite the insufficiency of accessible energy along with a steady increase in energy consumption in the least developed countries, there are still limited numbers of studies on residential energy-saving behaviors and its determinants in such countries. Hence, this study investigates the determinants of urban residents’ energy-saving behaviors in Myanmar. Specifically, this study has attempted to investigate the effects of knowledge about energy issues, degree of concern, perceived energy-saving control, and sense of responsibility on energy-saving behaviors of urban residents in Myanmar. This study is empirically tested via multiple regression, using survey data collected from urban residents of Myanmar (n = 200). Results show that knowledge about energy issues, degree of concern, perceived energy-saving control, and sense of responsibility positively and significantly influence energy-saving behaviors. Among four determinants, the degree of concern has the most significant impact on urban residents’ energy-saving behaviors. Being the first empirical study that has explored the determinants of urban resident’s energy-saving behaviors in Myanmar, this study makes good recommendations for Myanmar policymakers in formulating and implementing energy-saving and environmental protection policies. Furthermore, this study intends to serve as a reference to stakeholders who are involved in enhancing energy-saving behaviors in the least developed countries like Myanmar.

Summary/Abstract Per capita availability of water is a serious challenge for Pakistan, like other countries. The objectives of this study are to investigate the different sources of water supply use by Pakistan’s urban households, their willingness to pay and modelling the determinants of the households’ budget allocation for water consumption. The study employed Pakistan Social and Living Standards Measurement (PSLM) 2015–2016 data set, which revealed that more than 60 per cent of households rely on piped water. The result of the variable filtration plant shows that urban households take less care of their health because the tendency of filtered water use is low. The regression result shows negative effect of per capita income, and positive effect of square of per capita income reflects that measures to accelerate income will help to increase budget allocation for water supply at the households’ level. The findings call for accelerating the water filtration plants, water availability in tap and higher incomes while controlling the population size and shared common washroom can help to save water in the case of urban Pakistan.

Summary/Abstract Statistics show that the number of cars per capita in Syria is still low, but that the figure has more than doubled since 2004. Syria also suffers from inadequate public transport provision, poor infrastructure and the absence of suitable traffic management systems, with the average speed of road transport in Damascus at about 4-5 km/h. Only until very recently, a comprehensive network for the continuous monitoring of air pollutants has been lacking. This paper reviews, collates and synthesises the results of numerous studies of Syrian road transport, with an emphasis on air pollution from Syria's transport and energy production sectors. It is revealed that what studies that have been done show that the air quality in Syrian urban areas falls below established national air quality standards, especially during winter when the demand for heating is high. The paper proposes a number of suggestions to improve air quality in Syria by using greener and more public transport, promoting and incentivising rational and efficient energy consumption in all sectors, taking advantage of available renewable energy resources, establishing an active network for routine measurement of pollution, setting local emissions standards that are in line with international standards and which are supported by the imposition of penalties, fines or taxation on polluting agents.
