Indirect Governance of Transnational Crises : the PAHO and WHO Response to the COVID-19 Pandemic in Latin America / González, Laura Zamudio   Journal Article
González, Laura Zamudio Journal Article
0 Rating(s) & 0 Review(s)
Summary/Abstract Intergovernmental, regional, and international organizations play an active role in the governance of transnational crises. In the context of the COVID-19 pandemic in Latin America, the World Health Organization and the Pan-American Health Organization have been linked with multiple actors and levels of decision-making, putting into practice what the literature on global governance refers to as indirect governance by orchestration. This article shows that, in practice, the mechanisms of orchestration have established heterogeneous models of coordination and action that, in situations of transnational crisis, allow these organizations to bring together resources, capacities, and authority.

Rethinking Institutional Independence : The WHO as a Challenged Institution / Strobl, Stephanie   Journal Article
Strobl, Stephanie Journal Article
0 Rating(s) & 0 Review(s)
Summary/Abstract This article examines institutional independence using the examples of the World Health Organization (WHO) and of the Public Health Emergencies of International Concern (PHEIC s) in a theoretical and a practical approach. It highlights the two different sources of authority of the WHO Secretariat, based on conditional negotiated legitimacy and epistemologically derived legitimacy, and how this authority is threatened by an increase in state party influence beyond what is envisaged in the WHO’s institutional setup. As a practical example, the article uses the PHEIC determinations, when the criteria as set out in the International Health Regulations (IHR) are not sufficient to explain the director-general’s decision to determine a PHEIC. Instead, this article offers evidence of state party influence. This challenge to the WHO’s legitimacy leads to a lack of institutional independence and, subsequently, to a declining basis for cooperation.

Summary/Abstract FIVE months have passed since the inauguration of Joe Biden as the 46th president of the United States, and in this time, the US has faced a variety of domestic and foreign challenges requiring a quick response from the White House. This response, both on its own but especially in comparison with the actions of the Obama and Trump administrations in similar situations, provides ample material for analyzing the behavior patterns of the new American leadership.
