Summary/Abstract The study of regionalism has witnessed some advances since the end of the Cold War. The paper attempts to further this study by undertaking a comparative analysis of the EU and ASEAN on the subject of human rights. It attempts to trace and compare the evolution of the human rights (HR) dimension in the intra-regional cooperation within these two supra-national organisations based on different principles and mechanisms. The author divides the evolution of intra human rights engagement of the EU and ASEAN into three phases: during and after the Cold War and in the post-9/11 era. Based on the detailed analysis, Priya Kumari concludes that intra-regional cooperation about human rights for the EU and ASEAN is contingent on domestic factors, though influenced by a variety of external stimuli.

Summary/Abstract France owns the second largest maritime Exclusive Economic Zone (EEZ) in the world with nearly 11 million square kilometres (about 4 million square miles) and professes to have the biggest submarine area on the globe mainly in the Indo-Pacific; this surface is about to increase through the programme EXTRAPLAC, an acronym in French for “Reasoned Extension of the Continental Shelf ”. In this article Pierre Royer surveys some of the mineral assets at stake below increasingly coveted ocean floors.

Summary/Abstract Ifeoma Ethel Ezeabasili noted that human mobility is a complex phenomenon and a fundamental component of structural transformation in developing countries. Migration patterns differ considerably across regions and countries, and flows have changed course over time. Despite the growing interest in the issue of human mobility in Nigeria and the Benin Republic, researchers and policy experts have paid more attention to the determinants of migration and less attention to its interrelationship with the environment. The present study uses a longer timeframe spanning from 1999 to 2017 and musters classical migration theory as a framework of analysis. It notes that: 1. There is a very weak positive but insignificant relationship between human mobility and ecological degradation. 2. There is no causal relationship between human migration and ecological degradation. The author concludes that human mobility does not cause harm to the environment, and therefore, recommends that the Nigerian and Benin governments and experts should formulate policies that will improve the state of the environment for human activities.

Summary/Abstract Manoj Kumar Mishra finds that the Covid-19 pandemic, on account of its widespread impact on the questions of stability of polity and economy, has brought non-traditional security concerns to the fore and underlined the need for reforming the UN Security Council in view of the changing security needs of the international community. In its current form and composition, the United Nations Security Council does not sufficiently factor in those concerns which primarily affect the developing countries The anti-colonial struggle, shared platforms such as NAM and the G-77 based on common views and similar socio-economic circumstances have placed India at a favourable vantage point to understand and address non-traditional security concerns on behalf of developing countries.

Summary/Abstract Mumtaz Ahmad Shah observes that India’s relations with West Asia have evolved through various phases. At first there was anti-colonial solidarity with the Arab World with regard to the Palestinian cause, in view of India’s domestic political equation, but over time, various challenges and opportunities reset the trajectory of India’s West Asia policy. Against this backdrop, the following study aims to trace how India came to embrace multi-alignment in the post-Cold War period; it assesses whether the delicate balancing act between support for the Palestinian cause and expanding relations with Israel at one level and simultaneously nurturing ties with Israel, Iran, and Saudi Arabia at another level has worked. The paper argues that India’s policy of bilateralism and support of Arab secular nationalism has been unsustainable in West Asia, and that New Delhi has come to follow selected preferences based on a hierarchy of economic and strategic priorities.

Summary/Abstract Rishya Dharmani charts the milestones in the process of widely demanded structural and functional reforms of the United Nations Security Council (UNSC). A body originally conceived as the guardian of international political stability, more than half century later, “the UNSC (still) remains the most authoritative institution on international peace and security issues.” The clarion calls for reform, since the last century, underscore the importance of the UNSC for the sustenance and legitimacy of rules-based international order. The 2005 UN Summit outcome document states that, through reform the Council can be made “broadly representative, efficient and transparent and thus to enhance its effectiveness and the legitimacy and implementation of its decisions”. However so far all attempts at substantial change have failed, due to the resistance of Permanent Members and to the divisions and disagreements between other States.

Summary/Abstract Among the remaining “confetti” of the erstwhile French colonial empire, the string of “scattered islands” in the Indian Ocean are little known. Four of them are located in the Mozambique Channel, between Madagascar and the African mainland and the fifth is in the middle of the Indian Ocean. According to Paul Villatoux they have critical strategic significance in an oft forgotten area which holds many assets and where France retains several stakes, won centuries ago.
