Summary/Abstract |
The Biden administration’s engagement in the Indo-Pacific is driven by three major endeavors: balancing, order-building, and management of competition with China. The US is currently enhancing its balancing act by leveraging its alliance with Australia epitomized by AUKUS and the Enhanced Force Posture Cooperation launched by AUSMIN. Order-building advanced by the Quad is promoting three functions: regional public goods provision, mutual resilience enhancement, and standard-setting for critical and emerging technologies. The Biden administration is attempting to pursue “responsible competition” with China, but its ultimate goals remain undefined. Based on these observations, the article will conclude by pointing out major tasks that lie ahead for the Biden administration in these areas.

Summary/Abstract |
In 2021, the Xi Jinping administration delivered a series of speeches concerning Chinese Communist Party (CCP) history. Xi himself showed interest in CCP’s history when he held office in coastal provinces, but during the Hu Jintao period, CCP administration started advancing an ideological history policy that strengthened the importance of socialist history. The “Ma Project” was founded as an organization to prompt ideological education. After the start of the Xi administration, the Ma Project became more active under Xi’s history policy. Xi’s administration places importance on the CCP’s and socialist history and adopted the policy of the “Four Histories.” The discourse of Xi’s speeches in 2021 that advocate the legitimacy of the CCP is based on the narratives of Four Histories. Xi’s administration is advancing a history policy that puts the Four Histories into the core curriculum of universities and penetrates society through propaganda and mobilization.

Summary/Abstract |
Aside from serious impact from the COVID pandemic, the Japanese economy has been experiencing sluggish growth for several decades, and its future prospects are not favorable mainly due to the declining population. One effective way for Japan to revive its economy and achieve growth is to expand and intensify its economic relationship with foreign countries, especially those in Asia, which are projected to continue high economic growth. To achieve the objective, Japan has to play an important role in establishing, managing and upgrading a free, open, transparent, rules-based business environment in Asia-Pacific in the form of mega-FTAs such as the CPTPP and RCEP, now that the United States withdrew from the TPP and China is actively attempting to construct a business environment suitable to its trade and investment practices. Japan needs to cooperate with Australia, New Zealand, Canada and other countries that share common interests.

Summary/Abstract |
Although the Suga Yoshihide administration recorded several achievements, including an accelerated vaccination program, it ended after one year. That his administration was short-lived could be attributed to the loss of Liberal Democratic Party (LDP) candidates in many local elections. After Suga stepped down, Kishida Fumio was elected LDP leader in a four-way competition. Following the general elections in October 2021 in which the LDP maintained a comfortable majority, Kishida was re-elected prime minister by both Houses of the Diet. This essay analyzes the currently held impression of Kishida and explores how his image may change depending on domestic and foreign policy formulated and implemented during his administration.

Summary/Abstract |
The concept of a Free and Open Indo-Pacific (FOIP) is taking firm hold as a new core vision of Japan’s foreign policy. It has been endorsed at the US-Japan and Group of Seven (G7) summits.
So far, however, there has not been sufficient discussion about specific approaches to promote it. In particular, the discussion on Southeast Asia, the region where the Pacific Ocean and the Indian Ocean meet, has been insufficient. Should Southeast Asia come under the influence of China, the significance of FOIP would be halved.
This article proposes the establishment of a Western Pacific Union (WPU) at the heart of FOIP as a loose regional association by grouping the Western Pacific countries including Japan, major Southeast Asian countries (Indonesia, the Philippines, and Viet Nam), Australia and Pacific Island Countries. The proposed WPU aims to contribute to the regional and world’s peace and prosperity, while not confronting China, by upholding the principles of freedom, democracy, and the rule of law.
