The division of Pakistan and the emergence of Bangladesh, the increase in Iran’s income from oil, Arab unity during the 1973 Arab- Israeli war, the Organization of Arab Petroleum Expor ting Countries (OAPEC) oil embargo, Pakistan’s tilt towards the Arab States and India’s close ties with Iraq – all persuaded the Shah of Iran to reassess the significance of strengthening ties with India.
