Summary/Abstract On March 16 and 18, 2022, the Annual All-Russian Academic Conference on the Modern Chinese State was held at the RAS Institute for Far Eastern Studies, organized by the Center for Political Studies and Forecasting (CPSF) of the Institute for Far Eastern Studies of the Russian Academy of Sciences (RAS IFES) and the China Department of the RAS Institute of Oriental Studies (RAS IOS). The conference theme was China in the Year of the 20th CPC Congress. Since it was first held in 2011, the annual conference on topical issues of the Chinese state at the RAS IFES CPSF has become a broad platform for the fruitful exchange of views between scholars of Chinese studies from all regions of the country, as well as their Chinese counterparts. In 2022, the ail-Russian status of the conference, which has historically taken shape over the course of its existence, was officially enshrined.

Summary/Abstract An interesting situation has evolved in the Shanghai Cooperation Organization. Its members include, on one hand, India and China, which are among the world's largest importers of energy resources. On the other hand, the Central Asian countries and Russia are net exporters of energy resources, and energy exports are vital to their macroeconomic stability. It is not surprising that organizing mutually beneficial trade in energy resources within the SCO is among the most pressing issues on the Organization's agenda. Analysis of the energy component of cooperation between the SCO member states is the focus of this article. Also, it is obvious that the current practice of multilateral participation in energy dialogue can be of great importance in the geopolitical context, as a factor of either consolidation or growing contradictions within the SCO. Summary/Abstract This article analyzes China's technological development as the main strategic component of the reform policy and the basis for the formation of a new model of the country's development. The paper considers the status and structure of China's digital economy and the main areas of its development in the new era. The example of the multinational company (MNC) Huawei, the world leader in advanced information and communication technologies, shows the status, trends, and prospects for the promotion of Chinese technologies in the format of building the Digital Silk Road (DSR) project. The status and peculiarities of the formation of regional segments of the Digital Silk Road are considered, with special reference to individual countries and regions. We emphasize that in the context of the pandemic, the tightening of US sanctions, and the effective blockade of the US market, the digital economy of China has become the core and the basis for the formation of the DSR. The Southeast Asian regional segment close to China is dynamically developing in this direction. The countries of the Middle East and Latin America have considerable potential for cooperation.

Summary/Abstract The author, viewing a "cold war" as a form of the establishment of a new world order, examines Germany's approach to involvement in the US-China confrontation and the establishment of a German military presence in the Asia-Pacific region as part of the country's attempts to become a global power. The author stresses Germany's reluctance to participate in the "containment" of the PRC from 2014 to 2019 and presents reasons for it, including the cold war between the Euro-Atlantic community and Russia. The author identifies a group of factors that prompted Germany to transition to an accelerated scenario of introducing a military presence in the Far East in 2020 and 2021. Those factors are the rapid withdrawal of the Bundeswehr from Afghanistan, the COVID-19 pandemic, and the election of Joe Biden as US president. Starting in February and March 2021, Germany contributed to pressure on China, but strictly limited its volume and degree. Summary/Abstract Japan has a well-developed public infrastructure for supporting scientific research, including promoting research in the private sector. This infrastructure includes government agencies that develop and implement science and technology policy; an institutionalized system of state plans and programs to support and fund research; and legal entities established by the government that oversee the use of funds allocated for this purpose. The public infrastructure is supplemented by research and analysis organizations and units of the private sector, which account for more than 80% of total R&D expenditures. Universities, including their research centers and institutes, play a significant role in the organization of R&D.

Summary/Abstract This paper examines the history and characteristic features of the "Third Neighbor" concept that has guided Mongolia's foreign policy since the 1990s and prospects for its modification in the current era. The author describes the circumstances under which the concept arose and the Mongolian government's reasons for adopting it. Its features and differences from the approaches of other "small countries" conducting a multivector foreign policy are analyzed. Other factors considered are the geopolitical situation in Southeast Asia, Mongolia's geographic position, its historical experience of submission to neighboring powers, its economic problems, and the efforts of the local elite to ensure the dominance of Western values in the country since 1990. The author studies the approaches of "Third Neighbor" countries to partnership with Mongolia and their motives, noting the transition from the predominant rendering of humanitarian assistance in the initial stage to instituting mutually beneficial bilateral projects since the early 2000s. Summary/Abstract This article comprehensively examines Russia's foreign policy with respect to the Korean Peninsula. Summary/Abstract This paper analyzes the trends of key components of transport services at the national and regional levels. It shows that, despite the adverse effect of restrictions during the 2019-2020 pandemic, Russian transport services exports are increasing thanks to growing revenues from cargo operations. A regional cross-section is taken on the basis of Russia's Far East. At the macroregional level, the share of services exports is far greater (80% higher) than the Russian national average. The major contributor to the macroregional index is Primorye Territory (7.5%), home to key seaports on the Pacific coast.
