Summary/Abstract Contrary, it can be analysed that NCW have varying degree of differences, firstly there is no clear cut bloc formation likewise of old cold war as primacy of national interests of countries like India, African and Latin American republics are intact, which are not taking the side of the US despite having close cooperation in many fields. Secondly, there is a Zeitenwende or turning point in new arms race globally. Recently Germany and Japan pledged to boost their defence spending to 2 per cent of its GDP and providing special funding to bolster the country’s defence. China is a primary push factor for the revival of arms race in the South Asia and South-East Asia. Recently, Philippines has signed a deal with BrahMos Aerospace Private Ltd. for the supply of shore-based BrahMos supersonic cruise missile.
