This paper analyzes the role and place of the science and technology potential of the Defense-Industrial Complex in ensuring the military and economic security of the state. It examines the conceptual basis of the organization and operation of dual-purpose regional R&D clusters and shows that the cluster approach fosters interaction between businesses and authorities and ensures the consolidation of Russia's military and economic security.
